This is a joint effort between Texas General Land Office, Texas Parks & Wildlife, San Patricio County Precinct 4 and San Patricio County Environmental Health Department.]

ABANDONED DESOLATE VEHICLE AND STRUCTURAL OPERATIONS COORDINATOR, OIL SPILL PREVENTION AND RESPONSE, COASTAL PROTECTION, TEXAS GENERAL LAND OFFICE FOR MAY THE 14TH THROUGH THE 16TH OF 2026. EVENT AT COMMISSIONER FOR YARD FROM 10 A.M. TO 6 P.M. ON THE 14TH AND 15TH AND 9 A.M. TO 1 A.M. ON MAY 16TH. FOR HORUS RPC RESIDENTS AND TO LEGALLY DISPOSE OF UNWANTED AND INOPERABLE DELETE VESSELS. THE GENERAL LAND OFFICE OIL SPILL DIVISION GETS ITS JURISDICTION FROM THE OIL SPILL PREVENTION AND RESPONSE ACT IN 1991, AND WE ARE THE LEAD AGENCY FOR RESPONDING TO OIL SPILLS IN THE COASTAL TEXAS TEXAS COASTAL WATERS. OUR GOALS ARE TO EDUCATE, PREVENT, AND RESPOND TO THESE INCIDENCES. IN CHAPTER 40 OF THE TEXAS NATURAL RESOURCE CODE, IT GIVES OUR AGENCY PERMISSION TO DISPOSE OF ABANDONED STRUCTURES AND

VESSELS IN COASTAL WATERS. OUR LAND COMMISSIONER, AFTER COMPLYING WITH NOTICES AND HEARING REQUIREMENTS, MAY REMOVE AND DISPOSE OF OR CONTRACT FOR THE REMOVAL AND DISPOSAL OF ANY VESSELS OR STRUCTURES. THE VESSEL MAY BE REMOVED IMMEDIATELY WHEN AN ACTUAL OR THREATENED DISCHARGE OCCURS. AND THIS IS SOMETHING WE'RE TRYING TO ALLEVIATE.

WE'RE NOT TRYING TO HAVE THESE VESSELS ENTER COASTAL WATERS, AND THAT'S WHAT THE IMPORTANCE OF THIS PROGRAM IS. I WILL SAY THAT THE LAND OFFICE DID NOT RECEIVE ANY DEDICATED FUNDING TO REMOVE VESSELS. SO WE DO IT WITH IN-HOUSE MONEY OR GRANTS THAT WE RECEIVE. THIS ALL STARTED KIND OF BACK IN 2003. THE GLO IMPLEMENTED A DERELICT VESSEL DATABASE SYSTEM TO START TRACKING ALL OF THESE BOATS THAT ARE DUMPED OR ABANDONED ALONG THE COAST. IN 2005, THROUGH HOUSE BILL 2096, WE WERE ABLE TO START ELIMINATING NAVIGATIONAL HAZARDS AND POLLUTION SOURCES BY REMOVING THESE BOATS WITH STAFFORD ACT FUNDS AND FEDERAL GRANTS, AND THEN THE WHOLE VTIP PROGRAM STARTED TO COME INTO BEING GET DEVELOPED IN 2014. IT STARTED IN GALVESTON COUNTY. IT WAS A PARTNERSHIP WITH BETWEEN COUNTY OFFICIALS AND PARKS AND WILDLIFE AND THEN US. AND SO THEY STARTED BRAINSTORMING THIS IDEA LATE 2014, AND WE HELD THE FIRST V TIP IN GALVESTON COUNTY, I BELIEVE IT WAS JANUARY 2015. THE VESSEL TRAINING PROGRAM HAS THREE SIMPLE GOALS TO REDUCE THE NUMBER OF DERELICT VESSELS IN OR NEAR COASTAL WATERS, TO DEMONSTRATE A QUANTIFIABLE COST SAVINGS FOR EACH PARTICIPATING AGENCY, AS WELL AS PROVIDE THIS VOLUNTARY SERVICE AT NO COST TO CITIZENS. WE USE EACH OF THE AGENCY'S STRENGTHS, SO THE COUNTY HAS HEAVY EQUIPMENT, SO THEY'RE NOT HAVING TO PAY FOR HEAVY EQUIPMENT TO BE. THEY'RE JUST PAYING THE WAGE. EXCUSE ME, THE WAGES OF THE WORKERS DURING EVENT PARKS AND WILDLIFE IS THE LEGAL ASPECT. THEY'RE THE ONES THAT MAINTAIN THE VESSEL REGISTRATION, AND THEY HAVE THE AUTHORITY TO RUN ALL THE BOATS AND CLEAR THEM LEGALLY AND THEN REMOVE THEM FROM THEIR DATABASE ONCE THEY'VE BEEN DISPOSED OF. AND THEN THE LAND OFFICE STAFFS THE EVENT AS WELL AS PROVIDES.

WE HIRE A CONTRACTOR TO REMOVE ALL HAZMAT FLUIDS, OIL, BATTERIES, FLARES, ANYTHING FROM THE VESSEL SO IT CAN BE DISPOSED OF AT A LANDFILL. SO THESE ARE SOME INITIAL NUMBERS FROM THAT FIRST EVENT. COST OF OBVIOUSLY GONE UP SINCE 2014 WITH INFLATION AND THE ECONOMY, BUT JUST ESTIMATED ABOUT $6,000 TO HOLD AN EVENT. SOME EVENTS WE STILL CAN GET FOR $6,000, SOME ARE A LITTLE MORE EXPENSIVE. THAT FIRST EVENT, THEY HAD 26 VESSELS RELINQUISHED, 478FT, COST ABOUT $250 FOR THAT FOR A 20 FOOT BOAT. IF YOU WERE TO HIRE A CONTRACTOR, COME GRAB IT FROM YOUR HOUSE OR SOMETHING AND DISPOSE OF IT ABOUT $4,000 WHEN WE DO A VESSEL REMOVAL CONTRACT AFTER A VESSEL HAS ALREADY ENTERED COASTAL WATERS AND BEEN SUNK, WE'RE AROUND 1250 TO $2900 A LINEAR FOOT FOR VESSELS. SO SIGNIFICANTLY, COST GOES SIGNIFICANTLY UP. ONCE THAT BOAT HAS BEEN ENTERED THE WATER AND SUNK, WE HAVE AN ENVIRONMENTAL IMPACT. WE HAVE OIL, AN OIL SPILL POTENTIALLY. SO THAT'S SOMETHING WE'RE TRYING TO ALLEVIATE AND NOT HAVE ANYMORE. SINCE THAT FIRST EVENT IN 2015, WE HAVE NOW HOSTED 20 OR CO-HOSTED 28 SUCCESSFUL VTIP EVENTS UP AND DOWN THE COAST, AS FAR SOUTH AS DOWN AT PORT OF BROWNSVILLE, AND THEN ALL THE WAY UP IN ORANGE COUNTY, OUR FURTHEST NORTH COASTAL COUNTY. TO DATE, WE HAVE COLLECTED 1853 VESSELS. IT'S OVER FIVE MILES OF BOATS ABOUT A STERN. WE'VE REMOVED 3939 GALLONS OF OIL AND FLUIDS. THAT'S ACTUALLY 117 TRAILERS.

SORRY ABOUT THAT. COLLECTED THOSE AND DISPOSE OF THEM PROPERLY. SO JUST ON A LOW END, 250 TO $500 PER LINEAR FOOT, WHICH IS A VERY LOW NUMBER. WE'VE ALREADY SAVED TAXPAYERS 6.75 TO $13.4 MILLION THROUGH THIS EVENT. AND THAT'S MY CONTACT INFORMATION IF YOU ALL HAVE ANY QUESTIONS. ANY QUESTIONS? NOT A QUESTION, BUT A COMMENT. SO IN THE EARLY 90S, WE DID A WORK UP IN A IN A ARANSAS PASS, A HARBOR. WE HAD A LOT OF SUNKEN SHRIMP BOATS.

I'M NOT SAYING WE WON'T TAKE A BOAT FROM THEM, BUT THIS IS MORE FOR CITIZENS THAN THAN BUSINESSES. WE'LL GET THAT TAKEN. OH, OKAY. YEAH.
