AND MATHIS MOWERS ARE IN THE BETHEL AREA AND ODEM AREA.

WE'RE PAVING. WE FINISHED. COUNTY ROAD 1094 LA FORCE SEALCOAT.

WE DID ONE AND A HALF MILES THERE. SEALCOATING MATHIS PAVING WAS ALSO DONE.

COUNTY ROAD 1038, SECOND COURSE, ANOTHER ONE AND A HALF MILES IN MATHIS AREA.

WE'RE CLEANING UP ON COUNTY ROAD 1272. OUR DUMP TRUCKS ASSISTED THE DRAINAGE DISTRICT IN SINTON.

WE DID CULVERT INSTALLATION. COUNTY ROAD 1144.

WE LAID LIMESTONE REPAIR WORK ON COUNTY ROAD 2567 AND SINTON.

I'VE GOT A ON COUNTY ROAD 1355, ALSO KNOWN AS COUNTY ROAD 19.

GOT AN UPDATE. CAN YOU PASS OUT SOME PICTURES THERE FOR THE COMMISSIONERS COURT? WE GOT A ROAD THAT BEEN LIKE THIS FOR OVER TWO YEARS, AND KIND OF WANTED TO LET THE COURT KNOW WHAT WHAT WHAT WE GOT.

THIS WEEK WE GOT THE TRUCKS ON THE ROAD TODAY, SO THERE WON'T BE ANY HAULING THROUGHOUT THE COUNTY.

IT'S GOING TO BE A LONG HAUL. THREE HOURS UP, THREE HOURS BACK, PICKING UP A PIECE OF EQUIPMENT.

WE'RE DOING MOWING ON 30, 49, 1960, WORKING ON EQUIPMENT.

WE'VE GOT TWO TRACTORS DOWN FOR MAINTENANCE, BUT WE HAVE ONE TRACTOR OUT MOWING LIGHTS AND FENCING STILL GOING ON AT THE NEW BARNES AND TAFT. HOPEFULLY THE ELECTRIC WILL BE DONE THIS WEEK AND HOPEFULLY THE FENCE WILL BE DONE THIS WEEK. WE FINISHED THE 77 BE.

SO THE FEDERAL GOVERNMENT DIDN'T HAVE TO TALK TO EVERY CITY, COUNTY AND TOWN IN THE NATION ABOUT WHAT THEIR TRANSPORTATION PRIORITIES ARE.

SO OUR BOUNDARY IS THAT CRAZY LITTLE PURPLE IN THE MIDDLE.

THAT'S WHERE WE GET TO SPEND THE BILLION DOLLARS.

THAT'S HOW THE ALLOCATION COMES TO US. SO I'M NOT GOING TO GO INTO THAT FORMULA BECAUSE THAT WILL LOOK LIKE CALCULUS.

THE BIGGER BOUNDARY IS OUR MPO BOUNDARY. WE DO PLANNING IN THAT YELLOWISH.

BUT AS YOU PROBABLY KNOW, MOST OF THE DATA FROM THE CENSUS AND THE STATE AND OTHERS COME AT COUNTY LEVELS.

AND SO WE PLAN THE TWO COUNTIES IN A LITTLE BIT INTO ARANSAS COUNTY.

SO JUST BECAUSE THE DATA COMES THAT WAY, IT'S JUST EASIER TO REMEMBER THAT WAY.

SO OUR BIG DOCUMENTS THAT WE'VE GOT, WE WE DO A 25 YEAR PLAN.

THAT'S A LITTLE BIT WHAT I'M TALKING ABOUT TODAY AND A TEN YEAR PLAN NOW.

WE CERTAINLY KNOW THAT PEOPLE DON'T REALLY PLAN OUT 25 YEARS FROM NOW.

SO WE'RE WE'RE NOT THAT GOOD. SO WHEN WE DO A 25 YEAR PLAN AS WE'RE JUST STARTING NOW WE UPDATED EVERY FIVE YEARS.

WE KNOW THINGS CHANGE. ESTIMATES CHANGE NEEDS CHANGE.

SO WE UPDATE EVERY FIVE YEARS. ALONG WITH THAT WE DO THE TEN YEAR PLAN.

SO THE COUNTIES AND CITIES HAVE SOMETHING THEY ADOPT VISION ZERO, MEANING GET TO ZERO FATALITIES BY 2050.

SO FOR US IN OUR REGION, IF WE'RE AT 40 AND WE CAN SAVE TWO LIVES A YEAR, WE'RE GOING TO GET TO VISION ZERO.

WE'RE GOING TO YOU KNOW, AGAIN, WE CAN'T GUARANTEE NO DEATHS ON THE HIGHWAYS BECAUSE IT'S HUMAN BEHAVIOR.

COMMISSIONERS, THANK YOU VERY MUCH FOR ALLOWING ME TO PRESENT THIS MORNING.

MY NAME IS CHRIS BREWER. I AM AN ECONOMIST WITH AECOM AND DOING INDUSTRIAL DEVELOPMENT WORK NOW FOR 30 YEARS ACROSS THE COUNTRY.

AND I REALIZED AS I WAS LOOKING AT THIS PHOTOGRAPH, I TOOK IT BACK IN 2019.

WE HAD JUST MET LEAH. WE WERE STARTING UP AN ECONOMIC RECOVERY STRATEGY LOOKING AT IMPACTS OF HURRICANE HARVEY.

AND AT THE TIME, I JUST THOUGHT IT WAS A COOL PICTURE, THE SHIPS FADING INTO THE DISTANCE.

BUT LOOKING BACK AT THAT TIME, WE HAD A BUNCH OF MAJOR CAPITAL INVESTMENTS FROM MAJOR OIL AND GAS PROJECTS THAT WERE UNDERWAY.

AT THAT POINT, THEY HAD NOT GOTTEN INTO PRODUCTION YET. BUT THEN LOOKING BACK, YOU CAN SEE THE NUMBER OF SHIPS IN THE DISTANCE AND YOU APPRECIATE THE IMPLICATIONS, THE FORESHADOWING OF GROWTH NEW ECONOMIC ACTIVITY.

AND I THINK THE, YOU KNOW, THE GOOD NEWS HAS BEEN THE THAT THE REGION IS BENEFITING FROM THAT GROWTH. BUT WE WOULD ALSO SAY NATIONALLY THAT THERE'S DEFINITELY SEEING RECOVERY IN ACTUAL GROWTH NATIONALLY IN ADVANCED MANUFACTURING, HEAVY INDUSTRIAL DEVELOPMENT.

THESE NEW PLANTS THAT ARE COMING ONLINE ACROSS THE COUNTRY ARE MUCH LARGER THAN WHAT WE WOULD HAVE SEEN 20 OR 30 YEARS AGO.

AND I THINK BACK TO THE SCALE OF, SAY, THE PACKARD PLANT IN DETROIT FROM THE 1920S.

IT'S A VERY SMALL BUILDING RELATIVE TO WHAT WE BUILD TODAY.

SO THE SCALE IS MUCH LARGER, THE IMPACTS ARE LARGER.

AND LAST POINT I WOULD MAKE AT THE BEGINNING IS THAT THERE ARE A SMALL NUMBER OF PLACES IN THE COUNTRY WHERE, WHETHER IT'S A PIPELINE OR IT'S A INTERSTATE OR A SET OF RAILROAD TRACK, THERE'S A SMALLER PLACES WHERE FREIGHT REALLY WANTS TO STOP.

AND WE'VE NOW SEEN WHAT'S PLAYED OUT IN CORPUS CHRISTI AS WELL AS IN SAINT, MORE SO IN SAN PATRICIO COUNTY IN THE LAST FEW YEARS.

FREIGHT WANTS TO STOP HERE, AND THAT MEANS COMPANIES ARE GOING TO LOOK AT THAT, WHETHER IT'S PIPELINE OR RAIL. OTHERWISE THEY'RE GOING TO TRY AND ADD VALUE TO IT.

SO WE SEE A SET OF FACTORS THAT ARE STRUCTURAL HERE THAT WILL ENABLE CONTINUED GROWTH, AND IT SPEAKS TO A CORE GOAL OF STUDIES LIKE THIS TO TRY TO BE AS INTENTIONAL AS WE CAN

ABOUT PLANNING AROUND FREIGHT. WE'VE SEEN A LOT OF OTHER PLACES IN THIS COUNTRY.

I ALWAYS PICK ON WILL COUNTY, WHICH IS SOUTH OF CHICAGO.

THE WILL COUNTY INLAND PORT GREW FROM NOTHING TO MORE THAN 100,000FT² OF WAREHOUSE AND MANUFACTURING SPACE IN ABOUT 15 YEARS.

I THINK ALL THE FARMERS THAT HAPPILY SOLD THEIR LAND AND, YOU KNOW, DID THAT A LONG TIME AGO.

NOW LOOK BACK AND WONDER WHAT HAPPENED TO QUALITY OF LIFE AND A LOT OF FACTORS BECAUSE IT HAPPENED SO QUICKLY.

SO IT'S A GOAL WITH THESE STRATEGIES TO BE MINDFUL OF WHAT CAN HAPPEN WHEN THINGS ACCELERATE, AND THE GOAL OF BEING AS INTENTIONAL AS WE CAN AS WE GO TO THE NEXT SLIDE.

THE GOAL OF THE INDUSTRIAL GROWTH PLAN. AGAIN, THE GOAL WAS AN INTENTIONAL STRATEGY.

WE WANTED TO COME AT THIS FROM A GIS STANDPOINT.

SO LOTS OF DATA TO PARCEL LEVEL TO UNDERSTAND PLACES WITHIN SAN PATRICIO COUNTY WHERE THE INFRASTRUCTURE IS THERE TO SUPPORT HEAVY INDUSTRIAL DEVELOPMENT.

SO WE'RE NOT TALKING ABOUT RETAIL. WE'RE NOT TALKING ABOUT WAREHOUSES.

WE'RE TALKING ABOUT LARGE SCALE OIL AND GAS, PLASTICS, MAJOR FACILITIES PROBABLY NORTH OF 500 ACRES, BIG PROJECTS. WE ALSO WANTED TO DO A LOT OF STAKEHOLDER ENGAGEMENT.

AND AS THE WE TALKED THIS MORNING, THE STUDY HAS BEEN GOING ON FOR A WHILE.

WE ACTUALLY HAVEN'T TALKED TO SOME OF THE NEW ELECTED OFFICIALS. SO THAT'S ONE OF THOSE CHALLENGES. WE HAVEN'T BEEN ABLE TO TALK TO SOME OF THE NEWLY ARRIVING PEOPLE, BUT SIGNIFICANT AMOUNT OF ENGAGEMENT OVER THE LAST THREE TO 4 TO 5 YEARS TO TALK TO PEOPLE ABOUT THIS EFFORT, OBVIOUSLY, ALSO OUR PRIVATE STAKEHOLDERS. SO MEETING WITH THE COMPANIES WE MET WITH, CLASS ONE RAILROADS, I THINK ONE OF THE THINGS THAT WAS MOST INTERESTING, TALKING TO THE BNSF RAILWAY, YOU HAVE A FREIGHT RAIL CORRIDOR THAT'S NOT THAT FAR FROM HERE. THREE CLASS ONES USE IT KANSAS CITY SOUTHERN, NOW PART OF CANADIAN PACIFIC, UNION PACIFIC, WHICH IS ABOUT TO BY NORFOLK SOUTHERN. THOSE RAILROADS ARE ALL TELEGRAPHING CONTINUED GROWTH ON THAT MAIN CORRIDOR.

THERE AREN'T THAT MANY CORRIDORS THAT HAVE THREE CLASS ONES THAT SHARE. SO AGAIN, GROWTH AND VOLUME.

THAT MEANS OVER THE NEXT 5 TO 10 YEARS, HOW DO WE ACTIVELY MANAGE THAT GROWTH? SO AGAIN, THINKING INTENTIONALLY ABOUT THESE IMPLICATIONS. SO AS WE GO TO THE NEXT SLIDE, AGAIN, OUR NOTION OF HEAVY INDUSTRIAL IS INTENTIONALLY NARROW.

AND THIS IS ONE OF THOSE AREAS WHERE THE STATE OF TEXAS HELPS US OUT. TEXAS ENVIRONMENTAL QUALITY TO ACTUALLY HAVE A SET OF STANDARDS FOR HEAVY INDUSTRIAL ACTIVITY BASICALLY ANYTHING THAT REQUIRES AN AIR PERMIT.

SO IT'S A VERY NARROW SET OF ACTIVITIES THAT WE ARE TRYING TO COME UP WITH A MORE ACTIVE STRATEGY AROUND HOW TO BE INTENTIONAL ABOUT.

SO WE'RE NOT TALKING ABOUT A LOT OF THINGS THAT YOU MIGHT HAVE SAID, WELL, THAT'S INDUSTRIAL. IT'S LIKE, WELL THAT'S A WAREHOUSE. WE'RE NOT AS CONCERNED ABOUT THAT. I WOULD SAY IN ADDITION TO THIS HEAVY INDUSTRIAL DEFINITION, THIS IS REALLY FOCUSED ON SAN PATRICIO COUNTY.

AGAIN, EACH CITY HAS ITS OWN ZONING CODE. THEY MANAGE THEIR OWN ZONING.

WE WOULD SAY IN ALL CASES TODAY CITIES SHOULD LOOK INTENTIONALLY AT THEIR ZONING CODES.

INDUSTRIAL HAS CHANGED FUNDAMENTALLY OVER THE LAST 20 YEARS. WE WOULD SAY A LOT OF CITIES SHOULD REVISIT THEIR ZONING TO MAKE SURE IT'S CURRENT IN TERMS OF CURRENT STANDARDS, WHAT'S EXPECTED FOR INDUSTRIAL ACTIVITY. BUT AGAIN, MOST OF WHAT WE'RE TALKING ABOUT WITH THIS STUDY, LARGER USES THAT ARE MOST LIKELY GOING TO BE IN RURAL PORTIONS OF THE COUNTY AND OUTSIDE OF THE INCORPORATED CITIES.

WE'LL GO TO THE NEXT SLIDE. SO THE BIG PICTURE FOR ME, WE'VE TALKED ABOUT THIS NOTION OF FREIGHT WANTING TO CONCENTRATE HERE, ECONOMIC ACTIVITY HAPPENING HERE, THE FACT THAT WE HAVE PIPELINES THAT CONNECT TO A MUCH LARGER AREA AND WILL ALWAYS BRING THAT PRODUCT IN, COMPANIES WILL WANT TO ADD VALUE TO IT. OBVIOUSLY, I JUST READ THIS WEEK ABOUT A PERMITTING PROCESS FOR THE PLANT.

THE THING WE POINT OUT IS THERE'S A LOT OF DEBATE ABOUT THE ENERGY TRANSITION, THIS NOTION OF ELECTRIFICATION OVER THE NEXT 30 YEARS.

AND WHAT DOES THAT MEAN? WE'RE OBVIOUSLY GOING TO CONTINUE TO NEED HYDROCARBONS.

THERE'S ALWAYS GOING TO BE A ROLE FOR THEM IN PLACES LIKE THIS AREA, ARE GOING TO CONTINUE TO PLAY SOME KIND OF ROLE IN THAT.

IT'S JUST WHAT WE EXPECT. SO THAT MEANS IT'S STARTING TO UNDERSTAND THE SCALE OF THAT.

AND WHAT DOES IT MEAN FOR THE FUTURE? HOW MUCH GROWTH CAN WE EXPECT AND WHAT DOES THAT MEAN IN TERMS OF LAND REQUIREMENTS.

SO AS WE GO TO THE NEXT SLIDE. AGAIN, INDUSTRY ANALYSIS.

BEING THE ECONOMIST, I ALWAYS APPRECIATE LINES THAT ARE CROOKED.

THE LINE IN TEAL REPRESENTS A SET OF CORE INDUSTRIAL ACTIVITIES.

SO STEEL CHEMICALS TRANSPORTATION. BASICALLY IT REPRESENTS 300% GROWTH IN OUTPUT.

CORPUS CHRISTI REALLY SINCE 2019 2020. RIGHT WHEN I TOOK THAT PICTURE AGAIN, THOSE PLANTS ALL STARTED ONLINE RIGHT AROUND 2020, 2021, AND THE ECONOMY HAS GROWN CONSISTENTLY.

BUT THE LAST POINT I WOULD MAKE IS THAT CIRCLE IN THE UPPER RIGHT THE COUNTY'S ECONOMY IS NOT AS DIVERSIFIED AS I WOULD LIKE.

AGAIN, YOU'RE GENERATING A LOT OF ACTIVITY FROM A RELATIVELY NARROW SET OF ACTIVITIES.

SO ONE OF OUR ULTIMATE GOALS FROM AN ECONOMIC DEVELOPMENT STANDPOINT IS TO DIVERSIFY, ADD RESILIENCY, SO THAT IF THERE'S A CHANGE IN ONE INDUSTRY, WE DON'T FEEL THAT RIPPLE EFFECT THE WAY AGAIN, GO BACK 20, 30, 40 YEARS TO THE LAST OIL BUST WHERE YOU STILL SEE VESTIGES OF THAT IF YOU DRIVE, SAY TOWARDS VICTORIA AGAIN, VESTIGES OF LAST OIL BUST.

BUT AGAIN, INCREDIBLE GROWTH. GO TO THE NEXT SLIDE.

AGAIN THINKING ABOUT OIL AND GAS. THE ONE THAT STRUCK ME THE MOST WAS THE PORT OF CORPUS CHRISTI. CRUDE OIL EXPORTS BASICALLY UP 300%.

MORE OR LESS. TREMENDOUS GROWTH. AGAIN, THAT VOLUME COMING THROUGH THE PORT MEANS COMPANIES ARE ALWAYS LOOKING TO ADD VALUE TO IT AS WELL.

SO AGAIN, UNDERSTANDING WITH ANY FREIGHT RELATED CONVERSATION HOW DO WE MAXIMIZE BENEFITS OF WHAT'S COMING THROUGH.

BECAUSE THE LESS EXCITING THING IS MITIGATING IMPACTS.

MITIGATING IMPACTS ISN'T AS MUCH FUN. SO BEING INTENTIONAL IS ALWAYS THE GOAL. AND WE START THINKING ABOUT THE SCALE OF NEW DEVELOPMENT.

AGAIN, JUST FLYING AND JUST DRIVING PAST IT YESTERDAY.

IT'S AN IMPRESSIVE SPREAD. NOW, THE RAILYARD, ALL THE INFRASTRUCTURE, THE SUPPLIERS THAT ARE THERE A BEAST OF AN ORGANIZATION.

SAN PATRICIO IS NOW ACTUALLY COMPARABLE TO LA AND CONTRA COSTA IN SAN FRANCISCO IN TERMS OF STEEL OUTPUT.

SO YOU'RE ON THE MAP. TOP 100 COUNTY NATIONALLY.

AGAIN, THESE ARE SIGNS THAT TELL US TO SPEAK TO OPPORTUNITY, BUT ALSO SPEAK TO THE NEED TO START PLANNING INTENTIONALLY FOR IT.

GO TO THE NEXT SLIDE. SO A LOT OF THIS ACTIVITY WAS ABOUT LAND ABSORPTION.

UNDERSTANDING HOW LAND WAS BEING USED ACROSS THE COUNTY. AGAIN, I ALWAYS SAY TEXAS IS DIFFERENT FROM EVERYWHERE ELSE.

COUNTIES DO NOT HAVE LAND USE CONTROL AND ZONING CONTROL IN THE RURAL AREAS.

YOU CAN PRETTY MUCH DO WHATEVER YOU WANT WITH YOUR LAND, WHICH IS GREAT. THE ONE DIFFERENCE I WOULD POINT OUT WITH HEAVY INDUSTRIAL DEVELOPMENT IS THAT YOU NEED INFRASTRUCTURE. AND THE POINT OF THIS STUDY IS TO ACKNOWLEDGE THAT THERE ARE CERTAIN PLACES IN THE COUNTY WHERE THERE'S ALREADY RAIL, THERE'S ALREADY ELECTRICITY, THERE'S ALREADY ROADS, AND THAT A COMPANY LOOKING TO EXPAND HERE IS PROBABLY GOING TO BE PREDISPOSED TO LOOK AT THOSE PLACES JUST STRICTLY IN TERMS OF MANAGING THEIR COST OF CONSTRUCTION.

THEY'LL BE PREDISPOSED TO LOOK AT CERTAIN CORRIDORS MORE SO THAN ANYWHERE ELSE. WHAT WE'VE LEARNED OVER THE LAST FIVE YEARS WITH THESE PROJECTS IS COMPANIES CAN AFFORD TO SOLVE SOME PROBLEMS. THEY CAN EXTEND A WATER LINE FURTHER THAN THEY WANTED TO.

THEY CAN ADD RAIL IF THEY HAVE TO, BUT THEY CAN'T DO EVERYTHING LIKE THERE ARE LIMITS.

ULTIMATELY WITH ALL BIG PROJECTS. SO AGAIN, WE WANT TO DO IS THINK ABOUT THE AMOUNT OF LAND WE'RE DEALING WITH.

AGAIN, ROUGHLY 10,000 ACRES OF LAND DEVELOPED IN SAN PATRICIO COUNTY SINCE 2017.

IRONICALLY, ABOUT HALF RESIDENTIAL AND HALF INDUSTRIAL.

I THINK ONE OF THE BIG SURPRISES IN SAN PAT WAS THE AMOUNT OF RURAL RESIDENTIAL DEVELOPMENT THAT HAPPENED SINCE 2020.

AGAIN, IT'S NOT A COMPLETE SURPRISE. MANY OF THE COMMUNITIES THAT ARE INCORPORATED AREN'T NECESSARILY GEOGRAPHICALLY THAT BIG.

DIDN'T HAVE A READY SUPPLY OF VACANT. VACANT LOTS TO BUILD HOUSING.

SO THE RURAL AREAS ARE SEEING NEW HOUSING GROWTH AT MUCH LOWER DENSITIES.

SO AGAIN, ONE OF OUR BIG QUESTIONS WITH INDUSTRIAL DEVELOPMENT IS HOW DO WE MITIGATE CONFLICT BETWEEN RESIDENTIAL USE AND HEAVY INDUSTRIAL USES.

THOSE ARE TWO USES THAT JUST DON'T GO WELL TOGETHER.

SO AGAIN, THINKING ABOUT THIS LAND ABSORPTION, TULSA STARTS TO TELL US A STORY ABOUT LAND, HOW MUCH WE'RE BURNING THROUGH IT. BUT THEN ON THE LOWER RIGHT CORNER, THE NUMBER OF PARCELS LARGER THAN 500 ACRES.

FIVE OF THEM. AGAIN, OUR STUDY IS REALLY FOCUSED ON THAT SMALLER SUBSET OF BIGGER INDUSTRIAL ACTIVITIES, THE ONES THAT HAVE OUTSIZED IMPACTS AND BEING MORE INTENTIONAL ABOUT THOSE.

THE NEXT SLIDE. SO THIS GIS MAPPING WAS NOT FOR THE FAINT OF HEART.

WE WENT THROUGH AN EXTENSIVE EFFORT TO THINK ABOUT ENVIRONMENTALLY SENSITIVE AREAS TO THINK ABOUT STORM SURGE AREAS, TO THINK ABOUT AREAS IMPACTED BY WIND TURBINES.

WE EVEN THOUGHT ABOUT LOOKED INTO ZONING CODES.

TO UNDERSTAND HOW BIG OF A SETBACK AREA YOU NEED AROUND A WIND TURBINE, BECAUSE APPARENTLY THERE'S 1 IN 1,000,000 CHANCE THAT IT'LL FALL OVER AND YOU HAVE TO NOT HAVE ANYTHING IN THAT. I THINK THE MORE INTERESTING ONE WAS PIPELINE IMPACTS.

WE HAD TO FIGURE OUT THE MATH AROUND PARCELS OF A CERTAIN SIZE BENEFIT FROM PIPELINE ACCESS.

HOWEVER, IF THE PARCEL IS TOO SMALL, THE PIPELINE ACTUALLY INTERFERES WITH THE DEVELOPMENT OF THAT PARCEL. SO AROUND 25 ACRES IS ACTUALLY A BENEFIT TO A PARCEL.

LESS THAN 25 IS A CHALLENGE. AND YOU CAN SEE IN SOME CASES THE PIPELINES HAVE A MASSIVE IMPACT IN DEVELOPMENT IN CERTAIN PARTS OF THE COUNTY.

BUT THE GOAL WAS TO OVERLAY ALL OF THESE DIFFERENT PIECES OF INFORMATION, ALONG WITH WHAT THE CITIES SAY, THEIR OWN VIEW OF THEIR FUTURE IS. SO THAT UPPER RIGHT GRAPH IS THIS NOTION OF MUNICIPAL GROWTH ZONES.

SO AGAIN, TALKING TO EACH OTHER, TALKING TO EACH MUNICIPALITY ABOUT WHAT THEY BELIEVE THEY NEED TO SUPPORT GROWTH IN NON-INDUSTRIAL USES IN THE NEXT COMING YEARS.

SO A LOT OF THIS LAND IS IN EXTRATERRITORIAL AREAS.

ETJ. BUT AGAIN THAT PRESENCE OF WHAT DO THE COMMUNITIES SEE THEIR NEEDS ARE IN COMING YEARS.

SO AS WE GO TO THE NEXT SLIDE, STARTING TO PULL IT ALL TOGETHER AND THINK ABOUT THE MATH ON THIS.

SO RESIDENTIAL CONFLICTS, SCHOOL CONFLICTS, CHURCHES, HOSPITALS ANOTHER 130,000 ACRES.

SO AGAIN, THIS IS LAND THAT WE'RE TAKING OUT OF CONSIDERATION FOR HEAVY INDUSTRIAL DEVELOPMENT. AND AGAIN, A LOT OF RESEARCH INTO SETBACKS. HOW FAR AWAY SHOULD A HOUSE BE FROM AN INDUSTRIAL DEVELOPMENT. SO IT'S A VERY THOUGHTFUL PROCESS. GO TO THE NEXT SLIDE.

SO ULTIMATELY WHAT DOES THIS ALL MEAN. TRYING TO AGAIN NOT PICK WINNERS AND LOSERS.

BECAUSE THIS IS TEXAS AND ANYONE CAN DO WHATEVER THEY WANT WITH THEIR LAND. THAT'S THE IMPORTANT THING. BUT IT ACKNOWLEDGES THAT THERE ARE CERTAIN PLACES WHERE HEAVY INDUSTRIAL USE IS LIKELY GOING TO GO, JUST BECAUSE IT'S SLIGHTLY LESS EXPENSIVE TO GO THERE.

AGAIN, JUST YESTERDAY, AS I DROVE INTO TOWN, I'M MINDFUL OF HOW BIG THE COUNTY IS AND HOW MUCH OF IT IS FARMLAND AT THIS POINT. BUT AGAIN, GETTING TO THIS NOTION OF PLACES IN THE COUNTY WHERE WE WOULD SAY HEAVY INDUSTRIAL ACTIVITY IS MORE LIKELY.

BUT ALSO, AGAIN, HOW CAN THE COUNTY BEGIN TO INFLUENCE SOME OF THAT DEVELOPMENT? SO ONE OF THE BIG POLICY GOALS FROM THE STUDY WAS WHAT ARE THE SPECIFIC CONTROLS THE COUNTY HAS TO INFLUENCE GROWTH AND DEVELOPMENT? AND THE ONE TOOL IT DOES HAVE IS WHEN TO ALLOW INCENTIVES.

SO THAT NOTION OF HOW WE ENABLE INCENTIVE USE OR DISCOURAGE INCENTIVE USE IS PROBABLY THE ONE TOOLKIT THAT THE COUNTY HAS TO POTENTIALLY SWAY A COMPANY FROM BEING IN ONE PLACE OR ANOTHER. SO AS WE GO TO THE NEXT SLIDE, AGAIN, THE RECOMMENDATIONS, THE GOAL HERE IS TO REDUCE POTENTIAL CONFLICTS.

THAT'S FUNDAMENTALLY THE GOAL. WE SEE THAT CONFLICTS, TO THE EXTENT THAT WE DO NOT BE INTENTIONAL, WILL GROW OVER TIME. WE WILL HAVE MORE CONFLICTS TO DEAL WITH, MORE CHALLENGES AGAIN.

ONE THING WE SEE IS THAT THE USE OF THE TAX ABATEMENT IS PROBABLY THE ONE TOOL THAT COULD BEGIN TO INFLUENCE DEVELOPMENT.

SO WITHIN MUNICIPAL GROWTH ZONES, THE COUNTY.

THE GOAL OF THE POLICY WOULD BE TO SAY THE COUNTY WILL NOT DO A TAX INCREMENT.

FUNDING FOR DEVELOPMENTS THAT ARE PROPOSED WITHIN GROWTH ZONES IS THE SIMPLE GOAL.

AGAIN, THAT MAY NOT PREVENT SOMEONE FROM DOING SOMETHING, BUT THAT'S THE INCENTIVE THAT THE COUNTY HAS TO PUT IN PLAY.

SO AGAIN, AGAIN, THE IDEA OF INTEGRATING THIS POLICY WITHIN INCENTIVES, ALLOWING IT TO BE UPDATED.

AGAIN, THERE ARE OTHER STRATEGIES THAT WE COULD ULTIMATELY THINK ABOUT IN LONG TERM. AGAIN, INFRASTRUCTURE IS THE KEY FOR LARGE PROJECTS. HOW INFRASTRUCTURE PLAYS OUT BECOMES THE BIGGEST FACTOR, THE BIGGEST COST FOR THESE COMPANIES.

ALL THE AREAS, UNINCORPORATED AREAS OF THE COUNTY FALL PRETTY MUCH WITHIN PRECINCT ONE AND PRECINCT THREE.

PRECINCT TWO. COMMISSIONER HAS BEEN ASSIGNED TO THE COMMITTEE, AND I QUESTIONED THAT AND THE FACT THAT LESS THAN A PERCENTAGE OR TWO OF UNINCORPORATED AREA IS IN HIS PRECINCT. NUMBER THREE, THE FARMERS.

IF YOU DON'T THINK INDUSTRIAL NEEDS THE INPUT, THEN YOU GOT GET INDUSTRY INPUT.

BUT IF YOU DON'T FEEL THAT FARMING IS AN INDUSTRY, I MEAN, IT'S BUILT THE BACKBONE OF THIS COUNTY, AND I DON'T SEE ANYWHERE WHERE THE FARMERS HAD ANY INPUT ON WHAT WAS GOING ON WITH THE UNINCORPORATED AREAS.

IT'S A KIND OF A SLAP IN THE FACE. THEY BUILT THIS COUNTY LAST 200 YEARS.

THIS THIS PLAN FOR CITIES TO IDENTIFY WHAT THEY LIKE IS GREAT.

BUT IN TEXAS. AND YOU SAID IT SEVERAL TIMES. WE DON'T HAVE ZONING IN TEXAS.

WHEN YOU TIE ABATEMENTS, YOU'RE BEING PUNITIVE.

YOU'RE TELLING ONE SET OF LANDOWNERS THEIR PROPERTY IS WORTH SO MUCH BECAUSE IT'S FOR INDUSTRIAL, AND IT MAKES A BIGGER COST WHEN YOU GO TO BUY THAT PROPERTY.

LIGHT INDUSTRIAL DROPS IT DOWN AND RESIDENTIAL DROPS DOWN.

THAT'S BEING PUNITIVE. SO, YOU KNOW, ATTACHING ABATEMENTS TO THAT LAND AND OPENING UP THE COUNTY FOR LAWSUITS.

AND THIS THIS VIDEO WILL PROBABLY BE PART OF THAT LAWSUIT EVENTUALLY DOWN THE ROAD, I THINK, IF IT EVER COMES TO FRUITION. SO I'M SAYING IT'S BACKDOOR, IT'S ZONING.

SO LOOKING AT IT, YOU HAVE SOME OPTIONS. I LIKE THE COURT TO TELL ME HOW TO MOVE FORWARD AND IT IS A GOOD PROJECT.

IT IS A NEEDED PROJECT FOR WATER OUT IN THE SAINT PAUL AREA, SO WE COULD UTILIZE OUR TDA AWARD AND USE THE 855,000 AND TO WHERE I CAN DO A SCOPE CHANGE ORDER AND WE CAN REMOVE THE GENERATORS.

THIS IS THE ONE BID FOR THE TOWERS. WE HAVE 855,000 TO DO CONSTRUCTION ON THAT.

SO WE DID. WE KNEW THIS WAS GOING TO COME IN HIGH.

SO WE WORKED WITH LYNN ENGINEERING. THEY'VE BEEN GREAT ON THIS. THEY'VE BEEN WORKING REALLY HARD ON IT. AND THEY CAME UP WITH AN ALTERNATIVE SOLUTION.

THIS IS GOING TO BE NOT A STANDING WATER TOWER LIKE THEY CURRENTLY HAVE.

IT WOULD BE A SHORTER, SMALLER, SAME SIZE GALLON, BUT IT'D BE OFF THE GROUND AS WELL.

SO THAT CAME IN A LITTLE BIT CHEAPER AS WELL.

SO WHAT WE'RE WONDERING IS IF WE COULD USE ARPA, THE ARPA FUNDS AND PUT WITH THIS HOW THE COURT WOULD LIKE TO MOVE FORWARD.

IF THEY'D LIKE TO MOVE FORWARD WITH THE STANDING GENERATOR OR THE THE SMALLER GENERATOR FOR THE LESSER PRICE.

AND THEN WE'RE ALSO LOOKING AT ON THE GENERATORS.

THAT'S GOING TO BE A SEPARATE PROPOSAL IF WE CAN PULL THOSE UP.

JOSH ON THE GENERATORS. THE GENERATORS ARE NEEDED FOR THE WATER TOWER AS WELL.

CURRENTLY THEY HAVE ONE GENERATOR WHICH THEY TRANSPORT BACK AND FORTH ON A TO MAKE THESE WATER TOWERS WORK WHEN WHEN NEEDED.

SO THIS IS THE PROPOSAL FOR THE GENERATORS IN WHICH, YOU KNOW, WE HAVE THE LOW BID.

IT CAME IN AROUND 300,000 I BELIEVE. WE GO ALL THE WAY TO THE BOTTOM.

AROUND 310,000 CAME IN AS A LOW BID ON THOSE GENERATORS, WHICH IS AN ADDITIONAL NEED TO THE TOWER.

BUT IN WE CAN USE THIS. WE COULD REALLOCATE THIS TO THE COG MOD FUNDS, WHICH IS A REGIONAL PROGRAM, INSTEAD OF UTILIZING THE ARPA INTEREST AND WE CAN DO A SCOPE WORK.

CHANGE ORDER WITH TDA. IT'LL TAKE US ABOUT SIX MONTHS TO GET THAT APPROVED.

WE WOULD NOT BE ABLE TO AWARD THE GENERATORS AT THIS TIME UNTIL FUNDING WAS APPROVED, AND ENVIRONMENTAL, BECAUSE WE'D HAVE TO WORK THAT INTO THE FUNDS.

BUT THAT IS SOMETHING THAT WOULD BE NEEDED AS WELL.

BUT WE NEED APPROVAL TO START WORKING THOSE FUNDS IN HERE.

IF YOU ALL WANT TO DO THOSE GENERATORS, OR IF YOU WANTED TO USE ARPA INTEREST FUND AND GO AHEAD AND AWARD TODAY.
