FURTHERMORE, THE CURRENT SITE ONLY SEARCHES INSIDE THE TEXT SUBMITTED FOR THE AGENDA ITEM AND NOT WHAT WAS DISCUSSED OR HOW THE COURT VOTED. I ALREADY SPOKE THIS YEAR ABOUT WHEN THE COUNTY CLERK CREATED A LEGAL FINANCIAL BARRIER AND DISCRIMINATORY SYSTEM WHERE ONLY THOSE WHO CAN AFFORD MEMBERSHIPS HAVE EQUAL ACCESS TO PUBLIC RECORDS. TEXAS LAW REQUIRES THAT CITIZENS ARE ABLE TO INSPECT RECORDS FOR FREE, AND THE NAMES AND DATES OF BIRTH ARE SUFFICIENT FOR RECORD SEARCHES. I STILL HAD TO GO IN PERSON DURING THE HOURS OF OPERATION TO OBTAIN THOSE RECORDS FROM THE ONE EMPLOYEE WHOSE TASK IT IS TO RESPOND TO THOSE REQUESTS, THEN PRIVACY PROTECTIONS WERE NOT FOLLOWED AND UNREDACTED FILES WERE RELEASED. NOTHING REALLY NEW PUT OUT THAT HASN'T ALREADY BEEN PUT OUT PUBLICLY OR HAS BEEN IN THE NEWS, BUT IT WAS KIND OF NICE TO HAVE AN OPPORTUNITY TO ASK SOME QUESTIONS ABOUT SOME THINGS. SOME THINGS I DID REMIND THE MAYOR THAT THOSE OF US WHO LIVE OUTSIDE OF THE CITY OF CORPUS CHRISTI REALLY HAVE VERY LITTLE SAY OR CONTROL OVER OUR WATER FUTURE. QUITE OFTEN WE FEEL LIKE WE'RE JUST GOING ALONG FOR THE RIDE, AND THE DECISIONS THAT ARE BEING MADE OVER THERE IMPACT ALL OF US EVERYWHERE ELSE. I TRULY BELIEVE THAT THE CURRENT SYSTEM OF HAVING A NINE MEMBER ELECTED CITY COUNCIL WHO IS ELECTED EVERY TWO YEARS, DOES NOT PROVIDE FOR LONG RANGE STRATEGY, LONG RANGE PLANNING AND LONG RANGE GOALS, BECAUSE EVERY TIME THE MAKEUP OF THAT COUNCIL CHANGES THE DIRECTION OF OUR WATER, EFFORTS CHANGE. I DID TAKE ADVANTAGE OF THIS TO AGAIN RECOMMEND THAT WE CREATE SOME SORT OF REGIONAL WATER ALLIANCE THAT WOULD CONSIST OF MULTIPLE COUNTIES AND CITIES THAT ARE CURRENTLY BEING SERVED BY CORPUS CHRISTI WATER. I BELIEVE THAT A REGIONAL WATER ALLIANCE WOULD PROVIDE MORE STABILITY, BETTER LONG RANGE PLANNING, AND WOULD GIVE THOSE OF US OUTSIDE THE CITY OF CORPUS CHRISTI A GREATER VOICE IN OUR WATER FUTURE. SO I KNOW THAT THIS HAS BEEN AN ONGOING EFFORT. JUDGE AND I WILL CONTINUE TO DO WHAT I CAN DO TO HELP MOVE THAT ALONG. THAT'S ALL I HAVE. MRS. GORSKI. THERE HAS BEEN NO COMMUNICATION I KNOW OF WITH WITH THE COURT OR THE CITY OR ANYBODY ELSE ABOUT OUR GROUNDWATER DOWN HERE. NOW, OUR GROUNDWATER IS SPECIAL BECAUSE THE FACT WE'RE THE ONLY CITY IN THE COASTAL BEND THAT HAS ITS [00:20:03] OWN GROUNDWATER, WE DON'T RELY ON CORPUS CHRISTI HERE IN SINTON FOR THEIR WATER, WHETHER IT BE SAND MUNICIPAL, WHO BUYS WATER FROM CORPUS AND RESELLS IT BACK OUT, OR RINCON, WHICH DOES THE SAME THROUGH SAND PAT WATER. FOR A LONG TIME, FOR 7 OR 8 YEARS, THE VISION OF THE PORT WAS A SINGLE LINE BECOME THE PORT OF THE AMERICAS. AND I'LL TALK ABOUT THAT AND HOW THAT TURNED OUT. THAT DID GET US SINGULARLY FOCUSED ON WHAT WE VIEWED AS OUR MISSION. NINE YEARS AGO. WHEN I TOOK OVER AS CEO A COUPLE OF YEARS AGO, I REALIZED THAT WAS SOMEWHAT LACKING IN OUR RELATIONS WITH OUR CUSTOMERS, OUR RELATIONS WITH THE COMMUNITIES THAT WE SERVE, AND ALSO IN OUR OBLIGATION NOT JUST TO BUILD NEW INFRASTRUCTURE FOR NEW CUSTOMERS, BUT TO MAINTAIN THE INFRASTRUCTURE WE ALREADY HAVE THE PORT FOR, FOR DECADES REALLY WAS A VERY CONSISTENT, VERY STABLE PORT, MOVED BETWEEN 75 AND 85 MILLION TONS, LITERALLY FOR 40 YEARS. IT WAS CRUDE OIL IN GOING TO THE REFINERIES, REFINED PRODUCTS OUT, SUPPLEMENTED BY A FEW OTHER THINGS AT THE BULK TERMINAL. OBVIOUSLY, THE DISCOVERY OF OIL IN WEST TEXAS AND THE ADVENT OF FRACKING AND THE NEED FOR THAT CRUDE OIL TO GO SOMEWHERE, AND THEN THE ASSOCIATED NATURAL GAS THAT CAME WITH IT HAS COMPLETELY CHANGED THIS AREA. SO WE WENT FROM 40 YEARS OF CONSISTENTLY 75 TO 85 MILLION TONS TO WE MOVED 206 MILLION TONS THROUGH THE WATERWAY LAST YEAR. SO WE HAVE ALMOST TRIPLED THE VOLUMES THAT GO THROUGH THE WATERWAY IN THE LAST TEN YEARS. DURING THOSE 40 YEARS, THE PORT DID NOT HAVE A WHOLE LOT OF FUNDS AT THEIR DISPOSAL. AND SO MAINTENANCE, MAINTENANCE OF INFRASTRUCTURE AND BUILDING OF NEW INFRASTRUCTURE REALLY SUFFERED DURING THAT TIME PERIOD. I'VE PUT A LOT OF FOCUS THE LAST COUPLE OF YEARS INTO GETTING US BACK ON TRACK. WE'VE GOT WE NOW HAVE A 30 YEAR DOCK MAINTENANCE PLAN. SO FOR OUR EXISTING INFRASTRUCTURE, WE WANT EVERYTHING TO LAST, YOU KNOW, ANOTHER 60 TO 80 YEARS, JUST LIKE THE DOCKS WE HAVE ALREADY HAVE. MATTER OF FACT, OUR BUILDING IS SITTING ON ONE OF THE ORIGINAL DOCKS, WHICH IS 100 YEARS OLD. SO. WHEN YOU TALK ABOUT THE BIGGEST THING WE'VE DONE IN THIS REGION OVER THE LAST DECADE, IT REALLY IS THE CORPUS CHRISTI SHIP CHANNEL IMPROVEMENT PROJECT. SO WE TOOK THE MAIN CHANNEL, WHICH GOES FROM OFF PORT ARANSAS ALL THE WAY TO NORTHERN HARBOR. IT'S 30 MILES LONG, AND WE DEEPEN THAT FROM 57FT TO, SORRY, ABOUT 47FT TO 54FT. AND WE WIDENED IT IN MOST PLACES FROM 400FT TO 530FT. WE ALSO PUT BARGE SHELVES ON THE OUTSIDE OF THE MAIN CHANNEL THROUGH WHAT IS KNOWN AS CUT B, WHICH IS THE MAIN PART ACROSS CORPUS CHRISTI BAY. I THINK THERE ARE STILL SOME ADDITIONAL IMPROVEMENTS THAT SHOULD BE MADE TO THIS, BUT THIS PROJECT, ARGUABLY OTHER THAN OPENING THE PORT ITSELF, WAS THE BIGGEST THING THE PORT'S EVER DONE. $625 MILLION OF INVESTMENT, ABOUT 400 MILLION OF THAT CAME FROM THE FEDERAL GOVERNMENT. THE REST CAME FROM THE PORT ITSELF, WITH NO ADDITIONAL FEES TO OUR USERS. SO WE TOOK THE GROWTH THAT WE'VE SEEN OVER THE LAST TEN YEARS, WHICH WAS IN PART RESPONSIVE IN PART BECAUSE OF THE COMMITMENT TO DOING THIS PROJECT. AND WE TOOK THE FEES THAT WE GENERATED FROM THAT AND PUT THEM BACK INTO THIS PROJECT. AND SO THIS CAME WITH NO ADDITIONAL CHARGES TO THE CUSTOMERS. MANY OTHER PLACES AROUND THE COUNTRY ARE DEEPENING AND WIDENING THEIR SHIP CHANNELS, AND IT COMES WITH A SURCHARGE TO THE USERS. IT TOOK US SEVEN YEARS OF ACTUAL CONSTRUCTION, BUT THIS PROJECT'S BEEN IN THE WORKS FOR ALMOST 40 YEARS, SO IT WAS ACTUALLY STARTED UNDER EXECUTIVE DIRECTOR. PLUMERI SHEPHERDED IT THROUGH 24 YEARS OF JOHN LARUE, SEVEN YEARS OF SEAN STRAWBRIDGE. AND THEN I WAS THE LUCKY GUY WHO GOT TO STAND UP THERE AND OFFICIALLY CUT THE RIBBON AND TAKE ALL THE CREDIT, WHICH I DIDN'T DO, BUT I COULD. IT'S BEEN QUITE A PROJECT. IT WAS ACTUALLY AUTHORIZED FOR CONSTRUCTION BY CONGRESS IN 2007, IN THE WATER RESOURCE [00:45:03] DEVELOPMENT ACT OF 2007. SO LONG TIME COMING. IT SAVES OUR CUSTOMERS ROUGHLY $200 MILLION IN TRANSPORTATION COSTS BY BEING ABLE TO FULLY LOAD SUEZ MAX AND NOW MORE FULLY LOAD VLCCS AT INGLESIDE. SO YOU CAN PUT ABOUT 1.6 MILLION BARRELS OF OIL ON A VLCC INGLESIDE, NOW AT 1.1 MILLION BARRELS, AND SUEZ MAXES, WHICH HOLD A MILLION BARRELS, CAN LOAD TO THEIR FULL MILLION BARREL CAPACITY ANYWHERE IN THE INNER HARBOR AS LONG AS THE DOCK HAS ALSO BEEN MODIFIED TO THAT 54FT. WE HAD A GOOD FIRST HALF, BUT I WILL TELL YOU JULY WE WERE ABOUT 9% BELOW WHAT LAST JULY WAS AND IT WAS MAINLY ON CRUDE OIL EXPORTS. SO WE ARE KEEPING AN EYE ON THE IMPACT OF TARIFFS, THE IMPACT OF CHINA AND INDIA BOTH WORKING HARD TO MINIMIZE THEIR DEPENDANCE ON US ENERGY IN AN EFFORT NOT TO HAVE POLITICAL LEVERAGE OVER THEM. SO IT IS SOMETHING WE ARE KEEPING AN EYE ON. WE'RE MOVING MORE PETCOKE CHENIERE, WHICH IS OUT HERE IN THIS IN SAN PATRICIO COUNTY AND HAS SOME REPRESENTATIVES IN THE ROOM, IS IN THE MIDDLE OF AN EXPANSION RIGHT NOW. AND SO WE ARE MOVING MORE LIQUEFIED NATURAL GAS, MORE PETCOKE. AND THAT HAS SOMEWHAT OFFSET THE DECLINE IN CRUDE OIL. IT WAS, THOUGH, THE FIRST HALF WAS THE FIRST TIME THE SHIP CHANNEL HAS EVER HANDLED MORE THAN 100 MILLION TONS IN A FIRST HALF OF A YEAR. WHEN I TALK ABOUT CRUDE OIL CHANGING THINGS, THIS IS CRUDE OIL EXPORTS. IT'S REALLY OUTBOUND MOVEMENTS. THE DARK BLUE LINE IS THE EXPORT PIECE OF IT. AND YOU CAN SEE IN THE FIRST QUARTER WAY OVER HERE ON THE LEFT SIDE OF THE SLIDE, WHICH WAS THE FIRST QUARTER AFTER THE CRUDE OIL EXPORT BAN WAS LIFTED AT THE END OF 2015. ALMOST NO EXPORTS, EVEN THOUGH IT WAS ALLOWED. AND IN TOTAL FOR THAT YEAR, WE EXPORTED ABOUT 70,000 BARRELS PER DAY ON AVERAGE. THIS PAST YEAR, WE EXPORTED 2.4 MILLION BARRELS PER DAY ON AVERAGE. IT IS TRULY, TRULY TRANSFORMATIONAL. WHEN YOU TALK ABOUT OUR TONNAGE AND HOW IT'S MADE UP, YOU WILL SEE THAT THE DARK BLUE, WHICH IS CRUDE OIL AND EVEN IN 2015 WAS CALL IT DOUBLE REFINED PRODUCTS, WHICH IS THE LIGHT BLUE. THAT HAS JUST CONTINUED TO GROW. THE LAST ONE, THE YEAR TO DATE, REMEMBER, IS ONLY HALF A YEAR. IT DWARFS NOW EVERYTHING ELSE THAT WE DO. ALTHOUGH YOU WILL SEE THE YELLOW LINE THAT IS LNG MOVING OUT OF CHENIERE'S FACILITY AND DIDN'T EXIST ON THE GRAPH IN 2018. SO THAT HAS BEEN QUITE A STORY HERE ALSO. JUST AN INTERESTING LITTLE FACT. WHEN PEOPLE TALK ABOUT THE PORT OF CORPUS CHRISTI AND SOMETHING FOR THE REGION TO BE PROUD OF, WE ARE THE THIRD LARGEST CRUDE OIL EXPORT PORT IN THE ENTIRE WORLD. SO THERE'S ONE IN SAUDI ARABIA AND ONE IN IRAQ THAT IS LARGER THAN THE PORT OF CORPUS CHRISTI. AS FAR AS VOLUME OF CRUDE OIL BEING MOVED. BUT WE'RE THIRD, ROUGHLY 60% OF THE CRUDE OIL MOVING OUT OF THE US GOES OUT OF THE PORT OF CORPUS CHRISTI. WHEN YOU TALK ABOUT LIQUEFIED NATURAL GAS. IT WOULD BE A LITTLE BIT OF HYPERBOLE, AND I'M SURE THE SENIOR GUYS WOULD NEVER SPIN IT THIS WAY. BUT FRANKLY, THEY SAVED WESTERN EUROPE WHEN THE WAR WITH UKRAINE STARTED. SO THERE WOULD HAVE BEEN BLACKOUTS AND PEOPLE WITHOUT POWER DURING THE MIDDLE OF A WINTER IF IT WERE NOT FOR THIS FACILITY HERE IN CORPUS CHRISTI. IT IS TRULY, TRULY A STORY ABOUT NATIONAL SECURITY AND INTERNATIONAL SUPPORT FROM THE US FOR OUR ALLIES. WHEN YOU LOOK AT THE TOP FIVE DESTINATIONS FOR WHERE LIQUEFIED NATURAL GAS WENT OUT OF THIS PORT IN 2024, FOUR OF THOSE FIVE ARE ACTUALLY IN EUROPE. WHEN YOU TALK ABOUT SAN PATRICIO COUNTY AND THE IMPACT ON THE WATERWAYS HERE, LA QUINTA CHANNEL WAS NOT DEEP INTO 54FT. THERE ARE NO USERS ON THE LA QUINTA CHANNEL WHO NEED DEEPER THAN THE 47FT THAT EXIST ALREADY, BUT BETWEEN INGLESIDE AND THE FACILITY ON LA QUINTA, THE LARGEST GROWTH IN SHIP TRAFFIC IN PARTICULARLY LARGE SHIP TRAFFIC HAS BEEN IN THAT STRETCH OF WATERWAY. SO WE WILL CONTINUE TO LOOK AT OTHER PROJECTS, WHETHER THAT'S A FURTHER, FURTHER WIDENING OF THE CHANNEL OR POTENTIALLY IN THAT CUT FROM INGLESIDE, GOING TO PORT ARANSAS, PUTTING IN SOME PASSING LANES WHERE LARGE SHIPS CAN CAN GO TWO WAY TRAFFIC, WHICH CURRENTLY THEY CAN'T DO RIGHT NOW WITH THE LNG TANKERS. RIGHT, 216 OF THE LIQUEFIED NATURAL GAS CARRIERS MOVED THROUGH THE LA QUINTA CHANNEL IN IN 2024. AND 309 OF THOSE VERY LARGE CRUDE CARRIERS CALLED ON INGLESIDE IN 2024. THE ONE ADVANTAGE OF THOSE LARGE SHIPS, THOUGH, IS WE NOW MOVE MORE OIL THAN WE DID FIVE YEARS AGO WITH FEWER SHIPS. SO THE WATERWAY HAS ACTUALLY GOTTEN LESS CONGESTED, NOT MORE CONGESTED DURING THAT [00:50:01] SAME TIME PERIOD. WE ARE A KEY STRATEGIC MILITARY SEAPORT, SO WE'RE ONE OF THREE IN TEXAS. THERE ARE ROUGHLY 18 IN THE US. AND SO WHEN MILITARY EQUIPMENT NEEDS TO MOVE TO VARIOUS PARTS OF THE WORLD OR BACK FROM VARIOUS PARTS OF THE WORLD, THEY GO THROUGH ONE OF THOSE 18 SEAPORTS. WE DID 20 VESSELS IN 2212 AND 2023, HAD A LITTLE BIT OF A DOWNTURN. AND THEN WE DID 18 THIS PAST YEAR. IF YOU EVER GO DOWN ON THE SOUTH SIDE, GO TO A GAME, YOU MAY SEE MILITARY EQUIPMENT SITTING ALL OVER THE PLACE, INCLUDING THE BIGGEST TANKS AND HELICOPTERS AND EVERYTHING ELSE. WE PRIMARILY THOSE SHIPS PRIMARILY FROM HERE, PRIMARILY SERVE EUROPE JUST BECAUSE THEY THEY DON'T WANT TO GO THROUGH THE PANAMA CANAL. IN SOME CASES THEY DO. BUT THAT'S THAT'S RELATIVELY THEY ALL GET EXTRA SECURITY. SO IT IS A IT IS A CHALLENGE TO MOVE THEM. BUT IT IS ONE IT'S A MISSION THAT WE'RE FULLY COMMITTED TO. FUTURE OPPORTUNITIES WITH THE NEW HARBOR BRIDGE. I KNOW YOU GUYS OVER HERE GET TO DRIVE IT A LOT MORE THAN THAN I DO. TODAY WAS THE FIRST TIME I HAD GONE STRAIGHT OFF THE CROSS TOWN AND ONTO THE BRIDGE, WHICH WAS KIND OF A COOL EXPERIENCE, SO I ENJOYED THAT. I WORKED OVER ON THIS SIDE OF THE BAY FOR FIVE YEARS AT THE OLD REYNOLDS PLANT, SHERWIN ALUMINA, SO USED TO COME ACROSS THE CAUSEWAY EVERY MORNING. BIT OF A RACETRACK AT 630 IN THE MORNING, BUT NOT SO MUCH SINCE THEY PUT ALL THE STATE TROOPERS OUT THERE, THOUGH. SEEMS TO BE A LOT A LITTLE CALMER. THE NEW BRIDGE, THOUGH, IS FANTASTIC. AND SO IF YOU LOOK IN THE TOP RIGHT, THAT'S OIL DOCK ONE, THAT IS THE FIRST DOCK IN THE INNER HARBOR THAT IS CAPABLE OF HANDLING THOSE DEEPER DRAFT, 54 FOOT FULLY LOADED SUEZ MAX VESSELS. THERE IS AN AREA ON THE SOUTHEAST OF SAN PATRICIO COUNTY, RANGING FROM INGLESIDE ALL THE WAY THROUGH PORTLAND AND ENDING IN SAN PATRICIA THAT ARE NO LONGER WITHIN OUR SERVICE AREA. THAT MEANS OUR CURRENT FORMULA ALLOCATION DOES NOT HAVE THE RESOURCES TO MEET THEIR TRANSPORTATION NEEDS. THEY HAVE NOW FALLEN INTO WHAT IS CALLED THE USE OF THE URBANIZED AREA. I THINK, JUDGE, YOU'RE MORE FAMILIAR WITH THOSE DETAILS THAT UNDER YOUR LEADERSHIP WITH THE MPO, HAS BEEN LOOKING AT THOSE BOUNDARY LINES, RIGHT? THOSE BOUNDARY LINES FROM OUR PERSPECTIVE, ARE PARTICULAR AROUND PUBLIC TRANSPORTATION. AND JUST IN THE LAST THREE YEARS WE'VE DONE ABOUT 31,000. SO THERE'S ALSO OUR LOCAL FUNDS. AND YOU CAN SEE THAT 44,000 UP TOP. THAT'S THE FUNDS WE GET BACK IN MANAGEMENT FEES. I DID PUT THAT IN THERE. SO YOU CAN SEE THAT THAT'S FROM THE LOCAL FUNDS THAT WE'LL BE USING. BUT THAT IS ACTUALLY GRANT FUNDED RIGHT THERE ON THAT 44,000. WE HAVE 107 ACTIVE PROJECTS RIGHT NOW WITHIN OUR DEPARTMENT. CAN YOU HEAR ME? THERE YOU GO. 107 ACTIVE PROJECTS. SO THAT'S A LOT OF PROJECTS THAT WE'VE STARTED AND INITIATED IN THE LAST FOUR YEARS. AND THERE IS A LIST. I GAVE EVERYBODY A LIST OF SOME OF THOSE PROJECTS. SO YOU CAN SEE THE PROJECTS WE'RE IMPLEMENTING AND PUSHING FORWARD AND INVOICES. WE HAVE DONE 15 MILLION IN INVOICES AND WE HAVE 21 MILLION IN CONTRACTS. THERE'S A LITTLE STAR THERE. THIS IS THE DATA WE HAVE IN THE QUICK BAY SYSTEM. IF YOU HAVE A PROJECT, BECAUSE WE HAVE ADMINS ON THE GRANTS, THE PROJECTS CAN HAVE A DEPARTMENT GRANT ADMIN. THEY CAN HAVE A DEPARTMENT PROJECT MANAGER WHO CAN USE THIS SYSTEM AND ASSIST US IN INPUTTING THOSE INVOICES, INPUTTING THE CORRECT INFORMATION. SO WE'D LIKE FOR ANY DEPARTMENT WITH A GRANT TO COME TO THAT TRAINING AND START PUTTING THIS INFORMATION IN THERE, BECAUSE ONE OF THE GOALS WHEN WE STARTED HERE THREE YEARS AGO WAS TO GET ALL THE FEDERAL FUNDS AND TRACK THOSE THROUGHOUT THE COUNTY. I THINK THE MORE THAT WE COULD BE HELPING WITH THAT, I THINK WE'RE ALREADY DOING THAT WITH SAINT PAUL, WITH THE WATER TOWER, WITH THE WATER TOWER, THE WE'RE ALREADY DOING THAT.
