[1. CALL TO ORDER, PLEDGES AND PUBLIC INVOLVEMENT]
[00:00:07]

ONE NATION UNDER GOD, INDIVISIBLE, WITH LIBERTY AND JUSTICE FOR ALL. HONOR THE TEXAS FLAG. I PLEDGE ALLEGIANCE TO THEE, TEXAS. ONE STATE UNDER GOD, ONE AND INDIVISIBLE. OKAY.
WELCOME AGAIN. HOPEFULLY ALL OUR VETERANS AND PEOPLE THAT HAVE SERVED THIS COUNTRY HAD A GREAT DAY YESTERDAY. I KNOW THERE WAS A LOT OF CELEBRATIONS GOING ON AND I HOPE YOU ALL PARTICIPATED IN ALL OF THEM. THANK YOU FOR YOUR SERVICE TO THE COUNTRY AND RUDY, I THINK TODAY I THINK WE'RE HAVING HOT DOGS AND STUFF HERE IN THE ANNEX FOR THE VETERANS MISSUS. WE'RE GOING TO HAVE OKAY. THANK YOU. I'M GOING TO BE SPEAKING AT LUNCH. THANK YOU FOR TELLING ME. AND STUFF.
BUT THANK YOU FOR WHAT YOU DO FOR THIS COUNTY AND STUFF. YOU YOU'VE BROUGHT OUR VETERANS DEPARTMENT UP TO ESCALATE IT TO THE HIGH LEVEL HERE IN THE COUNTY. SO THANK YOU FOR WHAT
[3. Citizens to be heard]
YOU'RE DOING. AND STUFF. OKAY. CITIZENS, TO BE HEARD. I DO HAVE A COUPLE OF CARDS THIS MORNING.FIRST ONE I HAVE IS FROM WILLIAMS SIKORSKY. SIKORSKY. I SAY THAT RIGHT. ZAGORSKY. I KNOW HE'LL LET ME KNOW IF I DON'T SAY SIKORSKY. RIGHT. WILLIAM ZAGORSKY, 108 JAMES DRIVE, SINTON, TEXAS. I COME BEFORE THE COURT THIS MORNING TO SAY THANK YOU. CITIZENS OF PRECINCT ONE.
GOOD MORNING TO THOSE IN ATTENDANCE AND THOSE WHO ARE WATCHING ONLINE. I REALIZE THE ELECTION HASN'T BEEN CANVASED YET, SO I'D LIKE TO THANK THE VOTERS OF PRECINCT ONE FOR GETTING OUT THE VOTE THIS COUNTY. IT WAS FANTASTIC ON ON NOVEMBER 5TH, ACHIEVING 56.9% VOTER TURNOUT. I'D LIKE TO HAVE SEEN IT 100%, BUT YOU TAKE WHAT YOU GET. PREAMBLE OF THE CONSTITUTION STARTS WITH WE THE PEOPLE. THIS APPLIES TO ALL OF US, NO MATTER RACE, CREED, NATIONALITY OR WHAT POLITICAL PARTY WE BELONG TO. WE MUST REMEMBER IN MATTHEW 1225, JESUS KNEW THEIR THOUGHTS AND SAID UNTO THEM, EVERY KINGDOM DIVIDED AGAINST ITSELF IS BROUGHT IN DESOLATION, AND EVERY CITY OR HOUSE DIVIDED AGAINST ITSELF SHALL NOT STAND, AND THAT WE MUST WORK TOGETHER TO MAKE SAN PATRICIO COUNTY THE BEST OF THE 254 COUNTIES IN THE STATE OF TEXAS. UPON TAKING OFFICE, I WILL HAVE AN OPEN DOOR. ALL CITIZENS OF SANPETE COUNTY. I'M ASKING FOR YOUR INPUT AND YOUR IDEAS. AS LONG AS IT WILL BENEFIT THE WHOLE COUNTY, NOT AN INDIVIDUAL GROUP. YOU, THE TAXPAYER, ARE WHOM WE WORK FOR. THANK YOU. THANK YOU. OKAY, THE LAST CARD THAT I HAVE IS FROM SONJA WITHERSPOON.
MY NAME IS SONJA WITHERSPOON AND I LIVE AT 13830 COUNTY ROAD 1694, IN ODOM. LAST WEEK, SOMEONE WAS TRYING TO SPEAK ON BEHALF OF ALL THE EMPLOYEES OF THE COUNTY THROUGH A LETTER, EVEN THOUGH A REPEATED CONCERNS HAVE FALLEN ON DEAF EARS IN THIS COURT, THE CITIZENS SHOWED UP AT THE POLLS AND LET OUR VOICES BE HEARD. THESE TWO COMMISSIONERS UNSUCCESSFULLY USED OUR TAX DOLLARS TO MAKE AMENDS FOR THEIR PAST FRIENDS, PAST INDISCRETIONS, AND TO WIN OVER VOTERS BOTH WITH AND WITHOUT THIS COURT'S APPROVAL, TO PAVE CEMETERIES AND PARKING LOTS. I DEMAND THE TEXAS LOCAL GOVERNMENT CODE, SECTION 130.908 ACTUALLY BE ENFORCED FROM NOW THROUGH DECEMBER 31ST, 2024, AND DEMAND SOMEONE FOLLOWS THROUGH AND CHECKS TO ENSURE THEY AREN'T GETTING APPROVAL FOR ONE THING WHILE DOING ANOTHER. I DEMAND THAT THESE LAME DUCK COMMISSIONERS BE RESTRICTED FROM SUBMITTING ANY AGENDA ITEMS ABOVE $25,000 IN PRECINCTS ONE AND THREE, AND ABSTAIN FROM VOTING ON THEM IF THEY DO. ON AUGUST 5TH, THIS COURT APPROVED MORE THAN 461,000 BE SPENT ON LIMESTONE BASE, AND MORE THAN HALF OF THAT WASN'T EVEN FOR PRECINCT THREE. ON OCTOBER 21ST, THE COURT APPROVED 900,000 BE SPENT ON SEALCOAT WITHOUT DOCUMENTATION SHOWING WHICH ROADS, AND THE ONLY ONE THAT QUESTIONED IT WAS JUDGE KREBS, WHILE THE COMMISSIONER OF PRECINCT TWO QUESTIONED WHY IT WAS EVEN ON THE AGENDA. CITIZENS OF COUNTY ROAD 350 ARE COMPLAINING, BUT THEIRS IS THE ONLY LIMESTONE ROAD ON HER LIST.
I'M SURE COUNTY ROAD 1272 2015 AND THE MANY MORE THAT REMAIN UNTOUCHED OR INCOMPLETE. WISH
[00:05:03]
THEY WERE INCLUDED. OF COURSE, SHE HAD THEM START ON COUNTY ROAD 1144 BY HER PERSONAL PROPERTY FIRST, AND FALSIFIED RECORDS IN HER OWN HANDWRITING WHEN SHE WROTE ODOM BY COUNTY ROAD 2367. WHEN THEY DID THE PORTION NEAR SINTON LAST WEEK. AS FOR COUNTY ROAD 1694, I DON'T SEE WHERE SHE GOT APPROVAL HERE TO INSTALL LIMESTONE ON TOP OF THE BRIDGE, HIDING THAT THE LONGITUDINAL JOINTS BETWEEN THE CULVERTS ARE UNEVEN, AND DOING SO WILL CREATE A DAM WHERE THE BASE AND ASPHALT WILL WASH OUT IN THE FUTURE. IT WASN'T ON HER LIST FOR SEALCOAT EITHER, WHERE IN HER OWN HANDWRITING, SHE REQUESTED. COUNTY ROAD 1694 3.98 MILES ODOM FROM BRIDGE TO FM 2046 WITH 19FT, THEN A GENTLEMAN CAME AND KNOCKED ON OUR BACK DOOR. LAST WEEK. HE SAID HE WAS PAVING THE ROADS IN OUR AREA AND OFFERED TO SELL THE EXCESS MATERIALS. ALLEGEDLY BOUGHT AND PAID FOR, WITH OUR TAX REVENUES TO DO OUR DRIVEWAYS. I CONTACTED THE SHERIFF AND THE COUNTY TO INVESTIGATE. THE OUTGOING COMMISSIONERS. SUPPORTERS HAVE ACCUSED ME OF DOING THIS ONLY UNTIL THE ELECTION WAS OVER. I STARTED WITH PRECINCT THREE AND QUICKLY BECAME AWARE OF ISSUES IN PRECINCT ONE AND TWO. THERE ARE CONCERNS WITH LOCAL LAW ENFORCEMENT AND OUTGOING DISTRICT ATTORNEY TURNING A BLIND EYE THAT I PRAY WILL BE RESOLVED WHEN THE NEW ONE TAKES OFFICE. I HAVE UNCOVERED MANY CONCERNS, INCLUDING MISSING DATA AND FALSIFICATION OF RECORDS BY THE COUNTY CLERK. THESE COMMISSIONERS AND THE SUPPORTERS HAVE DEFAMED MY CHARACTER AS A CITIZEN AND BUSINESS OWNER IN THIS COUNTY, AND THEN SUGGESTED I RUN FOR COMMISSIONER. THEY AND MY LOVE FOR RECORDS AND RESEARCH ARE THE REASON I'M HERE TODAY TO PUBLICLY DECLARE THAT I'LL BE RUNNING AS REPUBLICAN CANDIDATE FOR COUNTY CLERK IN THE NEXT ELECTION. THANK YOU FOR YOUR TIME. ANY OTHER CITIZEN'S COMMENT? ANY OTHERS? OKAY, THEN WE'LL GO AHEAD AND MOVE ON TO[4. Report from Judge, Commissioner or Department concerning an item/report of community interest.]
REPORTS. COMMISSIONER, ON THE END. NOTHING TO REPORT. OKAY, MR. YARDLEY, GOOD MORNING JUDGE.THANK YOU. GOOD MORNING EVERYBODY. ALL RIGHT FOR PRECINCT TWO? LAST WEEK MY CREW WORKED ON COUNTY ROAD 3161 BETWEEN COUNTY ROADS 1906 AND FM 2512, WHERE THEY HAULED AND SPREAD 350 TONS OF LIMESTONE BASE. THE REST OF THE DETAILS OF THEIR WORK ARE IN MY REPORT FOR MYSELF. A COUPLE OF THINGS I DID LAST WEEK. ON TUESDAY, I ATTENDED A SITE TOUR OF THE NEW FIFTH AND ELM PROJECT. THE CITY OF PORTLAND IS BUILDING ON IN THEIR LEISURE AND ENTERTAINMENT DISTRICT. I KNOW THERE'S SEVERAL PEOPLE IN THIS ROOM WHO USED TO ATTEND THE OLD WAREHOUSE THAT WAS THERE FOR EVENTS, AND I CAN TELL YOU IT'S OBVIOUS THAT THERE'S BEEN A GREAT DEAL OF THOUGHT THAT HAS GONE INTO THE DESIGN AND CONSTRUCTION OF THIS FACILITY DOWN TO THE SMALLEST DETAIL, AND ONCE COMPLETED, THIS BUILDING WILL HAVE A RESTAURANT AND A BAR AREA, A LARGE OPEN MULTI USE AREA AVAILABLE FOR RENT, AND AN OUTDOOR AMPHITHEATER FOR MUSIC EVENTS.
AND THIS BUILDING WILL BE THE CENTER OF A MUCH MORE ANTICIPATED DEVELOPMENT IN THE WHOLE AREA OF TOWN. THE CONSTRUCTION IS ON SCHEDULE WITH AN ANTICIPATED COMPLETION DATE OF LATE NEXT SUMMER, SO I'M LOOKING FORWARD TO THAT. LET'S SEE WHAT ELSE WE DID. SO I MENTIONED THIS BEFORE, BUT YESTERDAY, THE ON VETERANS DAY, THE GREGORY-PORTLAND VFW POST 21 2232 HAD OUR GREAT TURNOUT FOR OUR FIRST GOLF TOURNAMENT AT NORTHSHORE COUNTRY CLUB. I BELIEVE WE HAD 21 TEAMS PARTICIPATE, WHICH WAS A FAR MORE THAN OUR GOAL. AND ALL THESE FUNDRAISING EVENTS HELP US REACH OUR OBJECTIVE OF PURCHASING OUR OWN BUILDING, AND I WISH TO THANK ALL THOSE WHO SPONSORED THE EVENT AND THOSE WHO PARTICIPATED. THAT'S ALL I HAVE. JUDGE. THANK YOU, MR. LOPEZ. FIRST OF ALL, I'D LIKE TO CONGRATULATE BOTH WINNERS. SKI, IF YOU'D LIKE TO COME TO THE OFFICE AND TALK TO THE TALK TO ME OR TO SEE THE OFFICE AND TALK TO THE GUYS. I MEAN, YOU'RE WELCOME TO COME AND DO THAT. I JUST WANT TO TELL EVERYBODY IT WAS A PLEASURE. WE. I DID THE WORK THAT I THOUGHT THAT I NEEDED TO DO. HAD NOTHING TO DO WITH FRIENDSHIP OR ANYTHING LIKE THAT. I DID MY I DID WHAT ROADS I BELIEVED THAT WE NEEDED DONE.
I WE PICKED THEM TOGETHER WITH THE ENGINEER AND WITH BENNY. AND I ALSO WANT TO SPEAK TO THE EMPLOYEE WHO WROTE THAT LETTER. I'M SORRY. I DID NOT RECEIVE MY LETTER UNTIL AFTER COURT ON MONDAY, BUT I WILL DO AS YOU ASK AND FORWARD THAT TO THE ECONOMIC, THE EOC, ALONG WITH FOUR OTHER AGENCIES THAT I'M GOING TO FORWARD IT TO. THANK YOU. OKAY. DEPARTMENT HEADS, ANY DEPARTMENT HEAD. AND HELLO. GOOD MORNING. JUDGE. I JUST WANTED TO REMIND THE COUNTY AND ALL EMPLOYEES THAT TODAY WE'RE HOLDING OUR HOT DOG EVENT HERE IN HONOR OF, LIKE, THE VETERANS
[00:10:01]
AND THEIR SERVICE ON THE WALLS UP HERE TODAY, WE HAVE SOME PHOTOS AND SOME DESCRIPTIONS OF THE SERVICE OF SOME OF THE VETERANS WHO ARE EMPLOYED WITH THIS COUNTY AND SOME OF THE LOVED ONES. FOR OTHER EMPLOYEES OF THIS COUNTY. SO AGAIN, ALTHOUGH WE CAN'T HAVE OUR MISSES, BUT BECAUSE THEY'RE WAY TOO EXPENSIVE, WE ARE HAVING A SMALL EVENT TO HONOR THE SERVICE OF THE EMPLOYEES OF THIS COUNTY FOR THEIR HONORABLE SERVICE TO THIS COUNTRY. IT STARTS OFF AT 11 A DAY. IT ENDS AT 1 P.M. AND THANK YOU, JUDGE. THANK YOU, MR. DAVIS. YOUR HONOR.COMMISSIONERS. SO WHAT WE WANT TO DO IS THE WE HAVE THE AVIATION ADVISORY BOARD HERE TODAY. WE'RE MINUS ONE STILL IN ROUTE, BUT SO WE WANT TO INTRODUCE THEM TO PUT A NAME AND A FACE TO THE PAPER THAT YOU GUYS HEAR SO MUCH ABOUT. SO WE HAVE THE CHAIRMAN, JESSE FALCON.
WE HAVE NANCY ALLEN, THE PAO AND ROLLING FORWARD RETIRED MILITARY CAD. AND THEN LAST BUT NOT LIKELY IS HERE IS DAN KING OF CHRIS SIX CHANNEL NEWS. SO AVIATION ALSO FLIES COAST GUARD RESERVE. SO THEY ALL HAVE AIRPLANES AND AIRPLANES EXPERIENCE BUT NAME AND A FACE FOR THE ADVISORY BOARD. THANK YOU. AND THANK YOU ALL. THANK YOU FOR YOUR SERVICE. YOU KNOW, TO HELP THE AIRPORTS HERE IN THE COUNTY. AND DO YOU KNOW THE BETTERMENT FOR THOSE AIRPORTS AND STUFF. SO THANK YOU FOR YOUR SERVICE FOR THE COUNTY. WE APPRECIATE YOU. THANK YOU RUDY.
JUDGE. COMMISSIONERS WANT TO JUST A SCHEDULE. WE HAVE A SCHEDULED OUTAGE THIS SATURDAY.
WE'RE GOING TO START OUR DAYTIME DATA ROOM MIGRATION. SO FROM 9 TO 1 THIS SATURDAY, THE COUNTY WILL BE AT A NETWORK OUTAGE. I'LL REMEMBER THAT. I WON'T BE UP HERE. I'LL SEND AN EMAIL BEFORE FRIDAY JUST TO REMIND EVERYBODY. KEEP THAT IN AS I TURN MINE ON ALL THE TIME. OKAY.
MORNING. I JUST WANTED TO GIVE YOU THE RESULTS OF THE CLEANUP THAT WE HAD BACK ON THE 26TH OF OCTOBER. WE DO HAVE THE FINAL NUMBERS IN FOR THE BULK WASTE. WE COLLECTED 18.56 TONS OF WASTE ON THAT ONE DAY CLEANUP. JUST TO PUT IT IN PERSPECTIVE, WE DID OUR 11 DAY CLEANUP AND WE DID ABOUT 39 TONS. AND OVER AN 11 DAY PERIOD. SO FOR BEING ALMOST 20 TONS IN ONE DAY, THAT WAS QUITE A BIT. SO I WILL HAVE THE FINAL NUMBERS FOR THE TIRES PROBABLY NEXT WEEK OR THE WEEK AFTER. SO THAT'S THE NUMBERS FOR THE BULK WASTE. THANK YOU. THANK YOU. OKAY. GOOD MORNING JUDGE AND COMMISSIONERS AND EVERYBODY ELSE I WOULD LIKE TO SAY WE HAD A SUCCESSFUL ELECTION. BUT FIRST I NEED TO TAKE CARE OF SOME BUSINESS BEFORE I WOULD LIKE TO INTRODUCE YOU TO MY STAFF. BUT THIS YEAR, EVERY YEAR WE HAVE A MANDATORY RECOUNT BY THE SECRETARY OF STATE. THIS YEAR, THEY'VE INCLUDED A LOCAL RACE THAT HAS TO BE DRAWN IN PUBLIC WITH DEMOCRATS AND REPUBLICANS BOTH. BOTH TOGETHER AND IN A PUBLIC FORUM. SO TODAY WE'RE GOING TO DRAW FOR A LOCAL RACE, AND WE'RE GOING TO DRAW FOR A POLLING LOCATION THAT WE HAVE TO DO THE RECOUNT. WE ALWAYS HAVE TO DO A RECOUNT FOR PRESIDENT AND SENATOR. AND NORMALLY THE STATE WILL PICK ANOTHER RACE.
BUT THIS YEAR THE REQUIREMENTS ARE THAT WE PICK THEM IN PUBLIC. SO, JUDGE, IF I'D LIKE FOR YOU TO PICK FIRST AND THIS WILL BE FOR THE POLLING LOCATION THAT WE'RE GOING TO DRAW IN. IT'S NOT OPEN TO THE PUBLIC, BUT IF YOU EVER WANT TO SEE THE RESULTS, WE WOULD LOVE TO HAVE YOU COME AFTER THE ELECTION AND SEE THE RESULTS. GO AHEAD AND STAY HERE, JUDGE, BECAUSE WE'RE GOING TO PICK SO THE LOCAL RACE, WE WILL BE DOING OR THE LOCATION IS GREGORY CITY HALL. WE LIKE THAT.
AND THIS WILL BE FOR THE LOCAL RACE. AND THIS IS ALONG WITH PRESIDENT AND SENATOR THAT WE HAVE TO DO. YOU GOT ONE. AND THE WRITE UPS YOU GOT TWO. OOPS. YOU GOT THREE. WELL, THEY'RE ALL
[00:15:14]
STUCK TOGETHER. YEAH. TAKE ONE. OH, IT'S THE MIDDLE ONE. WORK OKAY. WE DON'T CARE WHICH ONE THESE ARE. IT IS COMMISSIONER PRECINCT ONE. SO WE WILL BE DOING A RECOUNT ON COMMISSIONER PRECINCT ONE IN GREGORY CITY HALL. AND IN THREE OTHER POLLING PLACES THAT THE STATE PICKED OUT FOR US, ALONG WITH THREE PRECINCTS OF EARLY VOTING THAT THEY PICKED OUT FOR US. WE DON'T CHOOSE THEM. THE STATE CHOOSES THEM FOR THEM, AND MOST PEOPLE DON'T EVEN REALIZE THAT WE HAVE A MANDATORY RECOUNT TO MAKE SURE THAT THE ELECTRONIC EQUIPMENT THAT WE USE ACTUALLY COUNTS THE VOTES CORRECT. NOW, JUDGE, IF IT'S OKAY, I'D LIKE TO. WE DID HAVE A VERY SUCCESSFUL ELECTION.WE DID HAVE 56% TURNOUT. I'M A LITTLE DISAPPOINTED. IN 2020, WE HAD 59%. I WAS STRIVING FOR AT LEAST 60% THIS YEAR, BUT WE'RE HAPPY WITH THE 56%. AND I WOULD LIKE TO INTRODUCE YOU TO THE PEOPLE THAT MAKE A SUCCESSFUL ELECTIONS IN THIS COUNTY. MY ELECTION WORKERS IN THE OFFICE PUT IN 39 HOURS OF OVERTIME. THE LAST PAY PERIOD. AND THAT'S NOT STRAIGHT DAY WORK. THAT'S NIGHT WORK. THAT'S A WEEKEND WORK. THAT IS PREPARING ELECTIONS SO THAT THIS COUNTY CAN SUCCESSFULLY SAY, WE HAD A SUCCESSFUL ELECTION. WE DON'T STOP WHEN THE POLLS CLOSE AT 6:00 OR 7:00 DURING EARLY VOTING. WE STILL HAVE PAPERWORK TO DO. WE HAVE RECONCILIATION TO DO. WE DON'T GET TO GO HOME TILL WE REPORT TO THE STATE EVERY NIGHT. SO THOSE ARE SOME OF THE BEHIND THE SCENES THAT WE DO. AND I'D LIKE TO INTRODUCE YOU TO MY STAFF. AND THEN I'M GOING TO INTRODUCE YOU TO SOME THAT HELP US EVERY ELECTION NIGHT. FIRST OFF, I'D LIKE TO INTRODUCE MY ASSISTANT. I COULD NOT DO IT WITHOUT HER. LAURA STEVENS. SHE IS ALSO OUR VETERAN. COME ON UP, LAURA. I WANT TO GET A PICTURE. AND THEN I HAVE SARAH LOZOYA. SHE IS MY ELECTION MANAGER.
MATTHEW OR TATI? LET'S DO TATIANA PENA. SHE IS MY VOTER REGISTER. AND YOU ASK US. SO NOW THAT ELECTIONS ARE OVER, WHAT DO Y'ALL DO? ASK TATIANA. SHE RECEIVED ABOUT 2000 STATEMENT OF RESIDENTS DURING THIS ELECTION. THOSE 2000 STATEMENT OF RESIDENTS WILL TAKE ALL OF US GETTING THEM DONE BEFORE THE NEW YEAR. AND PAPERWORK NEVER ENDS AND IT TAKES US FOUR MONTHS TO PREPARE FOR AN ELECTION. SO I HAVE PART TIMERS THAT COME IN AND HELP WITH THAT. MATTHEW GARZA, GARZA, GARCIA, GARZA, GARZA. AND VICTORIA PARADA, SHE'S MY ELECTION COORDINATOR ALONG WITH PAMELA BREWER. SHE IS MY ELECTION COORDINATOR ALSO. SHE LINES UP ALL OF THE ELECTION WORKERS. WE HAD 89 ELECTION WORKERS WORKING THE POLLS FOR YOU AND 13 VOLUNTEERS. AND THEN WE HAVE ONE OF OUR VOLUNTEERS IS ETHAN. ETHAN, YOU WANT TO COME UP? COME ON. ETHAN. ETHAN IS A STUDENT THAT WORKS WITH US. HE VOLUNTEERS HIS TIME AND HE WORKS. ELECTION TIME. ELECTION POLLING PLACES. HE WORKS IN THE OFFICE. HE'S BEEN PUTTING UP EXTENSION OR POWER STRIPS. YOU KNOW, YOU WE SEND OUT EQUIPMENT AND WE HAVE IT ALL A CERTAIN WAY CLEANED UP. WELL, IT DOESN'T COME BACK THAT WAY. SO WE'RE FINDING HAVING TO FIND PIECES OF OUR POWER CORDS. AND ETHAN HAS VOLUNTEERED HIS TIME AND HE'S BEEN WORKING ON CLEANING UP THOSE BOXES AND PUTTING ALL THE POWER STRIPS AND POWER CORDS AND EXTENSION CORDS BACK IN THEIR RIGHTFUL PLACE. AND THEN WE HAVE ELECTION NIGHT WORKERS THAT HAVE BEEN SO FAITHFUL WORKING WITH US. WE HAVE NELDA BUSTAMANTE.
[00:20:06]
COME ON, NELDA, SHE REPORTS TO THE STATE ON ELECTION NIGHT FOR US. AND IF WE DON'T DO IT IN A TIMELY MANNER, THEY'RE CALLING HER. WHERE ARE YOUR NUMBERS? AND SO SHE HAS TO BE ON THE BALL AND SHE'S DONE THIS. I CAN'T EVEN TELL YOU HOW MANY YEARS SHE'S BEEN DOING IT SINCE I'VE BEEN ELECTION ADMINISTRATOR IN 2006, AND THEN WE HAVE DAVID GONZALEZ. HE IS OUR IT AND PRISCILLA MALDONADO. THEY BOTH WHEN THEY A EQUIPMENT COMES IN. THE EQUIPMENT HAS A V DRIVE IN IT WHICH IT STORES ALL THE ELECTION ON IT. AND THESE TWO PEOPLE REMOVE THAT V DRIVE AND THEY SECURELY GET IT OVER TO THE COUNT. SO IT CAN BE IT CAN BE CALCULATED ON THE VOTES. AND WE HAVE SOME NEW PEOPLE THAT HAVE HELPED US. JOHN'S BEEN WITH US FOR YEARS. HE HELPS US BECAUSE HIS OFFICE IS IN MY BUILDING. HE GETS TO HELP LOAD EQUIPMENT. HE GETS TO HELP DELIVER EQUIPMENT AND MIND YOU, WE DON'T HIRE SOMEBODY TO PROGRAM THE EQUIPMENT TO LOAD UP THOSE VANS TO DELIVER IT TO THE POLLING PLACE. YOU'RE LOOKING AT WHO DOES IT, AND WE'RE TALKING ABOUT OVER 200 PIECES OF EQUIPMENT THAT WEIGH 30 POUNDS. AND ALONG WITH EVERYTHING ELSE. SO, JOHN, COME ON UP. HE'S BIG HELPER IN THAT. AND THIS YEAR WE GOT KIMBERLY, WHO IS NOW HELPING US ON ELECTION NIGHT AND ANYTHING ELSE IN THE OFFICE THAT WE NEED. BUT LAST BUT NOT LEAST, WE HAVE DAVID WENDELL DAVID AS FAR BACK AS I HAVE BEEN WORKING ELECTIONS, HE HAS HELPED US SINCE WE HAVE HAD OPTICAL SCAN IN 1992, I BELIEVE. IS THAT RIGHT, GRACIE? WE HAVE HE HAS BEEN OUR TABULATOR. HE RAN BALLOTS AND WE'VE SPENT MANY, MANY NIGHTS TOGETHER TRYING TO MAKE SURE THAT THE COUNT THAT WE GIVE TO THE PUBLIC IS 100% ACCURATE, BECAUSE WE'RE NOT GIVING ANYTHING OUT UNTIL IT IS. SO WE'VE HAD 3:00 NIGHTS TOGETHER. WE'VE HAD 530 IN THE MORNING AND THEN 48 HOURS IN RECOUNTS AND. SO WE HAVE HAD MANY NIGHTS TOGETHER AND I'M GOING TO MISS HIM. HE IS MY NUMBERS GUY. HE CAN LOOK AT THOSE NUMBERS AND TELL ME IF SOMETHING'S WRONG. AND, DAVID, WE WOULD LIKE TO PRESENT YOU WITH THIS BASKET AND WISH YOU A HAPPY RETIREMENT. BUT LET YOU KNOW THAT WE'RE GOING TO MISS YOU. THANK YOU. SO. YEAH. ALL YOUR SNACKS. THANK YOU. YOU'RE WELCOME. I HAVE ENJOYED DOING IT. IT WAS IT'S BEEN AN INTERESTING PROCESS. SOME PEOPLE KNOW I'M SURE NINA REMEMBERS. BUT BEFORE WE WENT TO THE SCAN MACHINE AND ALL THAT, MY FATHER ACTUALLY USED TO PROGRAM AND DO THE OLD LEVER MACHINES AND SO WHEN WE WENT TO THE SCAN AND THEY NEEDED SOME ASSISTANCE BECAUSE IT WAS COMPUTERIZED, RAUL DELGADO AND I WERE PRETTY MUCH THE ONLY ONES WHO WORKED FOR THE COUNTY AT THE TIME THAT HAD ANY SORT OF COMPUTER EXPERTISE, AND SO WE ENDED UP GETTING DRAFTED AND, AND PAM IS RIGHT. I, YOU KNOW, I REMEMBER THOSE THOSE EARLY DAYS WHEN NOT EVERYBODY KNEW WHAT WE WERE DOING. AND I KNOW WE HAD ONE EVENING WHERE A JUDGE AT ONE OF THE ELECTION PLACES INITIALED IT IN THE EXACT WRONG SPOT, AND THE IT WOULD NOT READ A SINGLE ONE OF THE BALLOTS. SO WE HAD TO WE HAD TO EITHER RECREATE THOSE BALLOTS ONE BY ONE, PAINSTAKINGLY BY HAND, OR FIGURE OUT A WAY TO GET THE MACHINE TO IGNORE THE HAND. YOU KNOW, THE SIGNATURE. AND IT WAS IT WAS A DIFFICULT PROCESS. BUT BUT IT'S BEEN INTERESTING. I'VE ENJOYED IT. BUT I'M LOOKING FORWARD TO RETIRING. SO THANK YOU. ANY VOLUNTEERS TO TAKE HIS PLACE? IT'S GOING TO BE HARD TO REPLACE THEM. I AGREE. AND I ALSO I FORGOT TO THANK GRACIE ALL THESE YEARS THAT I HAVE BEEN ELECTION[00:25:04]
ADMINISTRATOR, I WORKED FOR HER BEFORE THAT AND I WORKED FOR DOTTIE BAILEY BEFORE THAT. AND GRACIE HAS ALWAYS STEPPED IN AND HELPED WHEREVER I NEEDED HER. IF I CAN REMEMBER, ONE YEAR MY DADDY PASSED AWAY DURING A PRIMARY AND IT WAS A PRESIDENTIAL PRIMARY, AND SHE STEPPED IN AND TOOK OVER. AND IF I NEEDED HER TODAY, SHE WOULD DO THE SAME THING. AND THANK YOU, SHERIFF, FOR ALLOWING US TO USE SOME OF YOUR INMATES. THIS ELECTION TO PICK UP IT. MY GIRLS ESPECIALLY AND MATTHEW AND ETHAN, THANK YOU SO MUCH FOR THEM PICKING UP THAT EQUIPMENT.IT SAVED THEIR BACK AND HOPEFULLY THEY WON'T HAVE AS BAD A BACK PROBLEM AS I DO. SO AGAIN, THANK YOU FOR ALL THE VOTERS THAT CAME OUT. WE WERE DONE BY 10:00, WHICH IS ONE OF THE EARLIEST NIGHTS WE HAVE EVER FINISHED. SO I WOULD LIKE TO SAY THANK YOU TO ALL 89 OF OUR ELECTION WORKERS THAT DID A GREAT JOB, HAD THEIR THEIR BOXES BACK INTO US SO THAT WE COULD DO A COUNT AND GET THE REPORTS OUT TO THE PUBLIC AND GO HOME. SO JUDGE, IF WE CAN GIVE MY STAFF A ROUND AND ALL THE ELECTION WORKERS A ROUND OF APPLAUSE. THANK YOU ALL VERY MUCH. CAN WE GET A PHOTO? OKAY, GREAT. THANK YOU. SHOP. I AM, I DO HAVE A QUESTION. VOTER REGISTRATION CARDS OR THEY REQUIRED BY THE STATE. WE DON'T USE THEM I WHEN I WENT IN TO VOTE, I TOOK OUT MY VOTER REGISTRATION CARD AND HANDED IT TO JUDGE. SAID NO, I DON'T NEED THAT. I NEED YOUR DRIVER'S LICENSE. I KNOW THERE'S AN EXPENSE TO PRINTING THESE THINGS. THERE IS. THERE'S A THE BIG EXPENSE. IT'S JUST TO MAIL THEM OUT. COST US ABOUT $7,000. THEY ARE NOT A REQUIREMENT ANY LONGER AT THE POLLING PLACE. UNLESS YOU DO NOT HAVE A PHOTO ID, YOU CAN USE IT AND FILL OUT A REASONABLE IMPEDIMENT AS TO WHY YOU CANNOT GET YOURSELF A PHOTO ID, BUT WHAT IT DOES IS IT VERIFIES THAT YOU'RE A REGISTERED VOTER, SO IF YOU DON'T RECEIVE ONE, YOU SHOULD START THINKING, YOU KNOW, I DIDN'T RECEIVE A NEW CARD. AM I STILL REGISTERED? AND THEN THAT'S WHEN YOU CAN CALL THE OFFICE AND SAY, HEY, I DIDN'T GET A VOTER REGISTRATION CARD.
WHY? AND, YOU KNOW, WAS I CANCELED OR WHAT'S THE DEAL? AND SO IT'S A VERIFICATION THAT YOU ARE REGISTERED AND REMEMBER THAT IT IS A FORM OF ID. THERE WILL BE A LOT OF PLACES THAT YOU GO AND YOUR VOTER REGISTRATION IS A FORM OF ID. OKAY, OKAY. THANK YOU MA'AM. OKAY. ANY OTHER DEPARTMENT HEADS? OKAY. I DIDN'T KNOW IF JOHN WAS GETTING UP TO TALK OR NOT. I JUST WANT TO GIVE
[1. Approval of minutes]

REQUEST FOR MELANIE COOPER. GRANT MANAGEMENT ON THE GRANTS COMMITTEE. REQUEST TO USE AMERICAN RESCUE PLAN ACT, OR ARPA DASH S L F R F MONIES TO FUND ONE. $12,961,520 IN ELIGIBLE PROJECTS. THIS IS OUR QUARTERLY REPORT WE DID THIS YEAR. WE'RE GOING TO HAVE ONE MORE QUARTERLY REPORT BEFORE ALL FUNDS NEED TO BE OBLIGATED COMING UP IN THIS DECEMBER. SO THE GOOD NEWS IS, IS WE HAVE OBLIGATED A GOOD MAJORITY OF THE FUNDINGS. WE STILL HAVE ABOUT 4.6 MILLION LEFT TO OBLIGATE ON THOSE FUNDING LINES. WE HAVE REDUCED IT DOWN TO ABOUT SIX LINE ITEMS. SO THIS COURT HAS DONE A LOT OF WORK. WE'VE WE'VE GOT A LOT OF THINGS APPROVED, BUT WE STILL HAVE A LITTLE BIT MORE TO GO. THOSE ARE OUT FOR RFP NOW. AND THEY SHOULD BE COMING IN. IT'S GOING TO BE OUR BIG TICKET ITEMS. THE ANIMAL SHELTER, THE JV EXPANSION AND ITEMS LIKE THAT THAT COME THROUGH. AND WE SHOULD HEAR A GOAL. [l. Consideration and action on 2025 Medical, Dental, Life insurance rates for San Patricio County employees, dependents, outside entities, retirees, and Cobra. Tabled from the Commissioners Court Meeting on November 4, 2024.]
2025 MEDICAL DENTAL LIFE INSURANCE RATES FOR SANTA TERESA COUNTY EMPLOYEES, DEPENDENTS, OUTSIDE ENTITIES, RETIREES AND COBRA. I THINK THIS ONE. OKAY, FIRST OF ALL, THIS WAS TABLED ON NOVEMBER 4TH. SO I NEED TO HAVE ARE WE READY TO BRING IT BACK? BRING IT BACK. OKAY. ALL RIGHT.I MOVE TO BRING IT BACK TO THE TABLE. SECOND. IT'S BEEN SECONDED BY CHARLIE TO BRING IT BACK ONTO THE TABLE. ALL THOSE IN FAVOR OF THE MOTION SAY AYE. AYE. THOSE OPPOSED? SAME SIGN.
OKAY. ITEMS ARE BACK ON THE TABLE. DAVID, YOU HAVE THE NUMBERS AND STUFF ON THIS? YES,
[00:45:02]
SIR. I DID WORK WITH NORMA ON THESE NUMBERS AS SHE STATED LAST WEEK, THE PROPOSED INCREASE IS 13%. I DID VERIFY THE NUMBERS THIS MORNING, AND THEY APPEAR TO BE ACCURATE. OKAY. ANY QUESTIONS ON THE NUMBERS THAT YOU SEE? YEAH. MOVE TO APPROVE. I GOT A MOTION BY GILLESPIE FOR APPROVA.I HAVE A SECOND. I'LL SECOND BY COMMISSIONER LOPEZ. ANY OTHER FURTHER COMMENTS? QUESTIONS? MR. WENDELL, IF YOU DON'T MIND, COULD YOU JUST KIND OF RUN THROUGH THESE NUMBERS SO I UNDERSTAND WHAT IT IS WE'RE LOOKING AT HERE? SO IF AT THE TOP UP THERE WHERE IT SAYS EMPLOYEE ONLY AND FOR THE YEARLY EMPLOYER CONTRIBUTION, 7596. DOES THAT MEAN THAT IS THE NEW.
RATE PER EMPLOYEE, PER EMPLOYEE? YES. FOR THE FOR THE COUNTY'S CONTRIBUTION PORTION. THAT IS CORRECT. AND THIS IS ABOUT A 13% INCREASE OVER LAST YEAR. IS THAT WOULD YOU SAY THAT IS THAT IS CORRECT. YES. OKAY. THIS OVER THE OVER THE COURSE OF THIS YEA, OUR MEDICAL EXPENSES HAVE REMAINED FAIRLY STATIC. THEY'VE BEEN UP MAYBE JUST SLIGHTLY. WHAT IS CREATING ISSUES WITH OUR PLAN RIGHT NOW OF THE PHARMACEUTICALS? I BELIEVE LAST TIME I CHECKED, PHARMACEUTICALS WERE UP 65% OVER LAST YEAR. SO IT'S GOING TO REQUIRE SOME SORT OF AND I MIGHT ADD THAT THE 13% IS NOT GOING TO FIX THE PROBLEM. THAT'S JUST GOING TO HOPEFULLY STOP THE BLEED FOR ONE YEAR. WE STILL NEED TO ADDRESS THE ISSUE OF PHARMACEUTICALS, AND WE NEED TO WE NEED TO DO IT QUICKLY. I BELIEVE NEXT WEEK WE HAVE INTERVIEWS SET UP FOR POTENTIAL CONSULTANTS. SO ONCE WE GET THROUGH THAT PROCESS AND HOPEFULLY HAVE A RECOMMENDATION FOR COMMISSIONERS COURT, WE CAN GET STARTED WITH A NEW CONSULTANT, HOPEFULLY BY THE BEGINNING OF THE YEAR, AND WE CAN START TACKLING SOME OF THESE ISSUES. OKAY. I THINK THAT'S KIND OF MY CONCERN WAS HOW SUSTAINABLE THIS WAS GOING TO BE IN THE LONG RUN. SO IF WE'VE GOT A PLAN, THAT'S FINE. YEAH. IN THE LONG RUN IT'S NOT SUSTAINABLE. WE'RE GOING TO HAVE HAVE TO ADDRESS SOME ISSUES HERE VERY SOON. ALL RIGHT. THANK YOU. OKAY. ANYTIME YOU'RE DEALING WITH MEDICAL AND HOSPITALIZATION, I THINK YOU CAN JUST PLAN ON INCREASING THAT FROM NOW ON. PROBABLY IT'S GOING TO BE HARD, BUT WE CAN GET THROUGH IT. OKAY. I GOT A MOTION AND A SECOND. ALL THOSE IN FAVOR OF THE MOTION SAY AYE. AYE. THOSE OPPOSED? SAME SIGN. MOTION CARRIES. 2.4 M DISCUSSION,
[m. Discussion, consideration and action on a supplement for retirees' health insurance coverage of $200 a month to be paid for by San Patricio County. Tabled from the Commissioners Court Meeting on November 4, 2024.]
CONSIDERATION AND ACTION ON A SUPPLEMENT FOR RETIREES. HEALTH INSURANCE COVERAGE OF $200 A MONTH TO BE PAID FOR BY SAN PATRICIO COUNTY. THIS WAS ALSO TABLED ON NOVEMBER 4TH, SO I'LL NEED A MOTION TO BRING THE ITEM BACK UP ON THE TABLE. SO MOVED A MOTION BY GILLESPIE, SECONDED BY YARDLEY, TO RETURN ITEM TO THE TABLE. ALL THOSE IN FAVOR OF THAT MOTION SAY AYE. AYE, AYE.THOSE OPPOSED? SAME SIGN. OKAY. MOTION CARRIES. OKAY, SO, MR. WENDELL, YOU GOT THIS ONE TOO.
AS AS YOU CAN SEE ON THE SCREEN, THE PROPOSAL THAT HAS BEEN PRESENTED TO COMMISSIONERS COURT IS ASKING THAT THAT THE COURT REDUCE THE AMOUNT CHARGED TO THE RETIREE BY $200 PER MONTH. SO THE I GUESS YOU COULD SAY THE CERTAIN COST TO THE PLAN WOULD BE A LOSS OF THE $2,400 PER EMPLOYEE OR PER RETIREE. I BELIEVE THERE'S CURRENTLY 12 RETIREES THAT ARE ON THE PLAN.
THE COST THAT AT THIS PARTICULAR POINT IN TIME CANNOT BE MEASURED IS THE I GUESS, THE LIABILITY FOR ALLOWING THOSE EMPLOYEES TO REMAIN ON THE PLAN. THAT WOULD REQUIRE AN ACTUARY TO CALCULATE.
AND WE ACTUALLY DO HAVE AN ACTUARIAL STUDY DONE EVERY YEAR THAT DOES ESTIMATE THAT LIABILITY. I DO NOT RECALL OFF THE TOP OF MY HEAD WHAT THAT CURRENTLY IS, BUT IT'S IN THE GRAND SCHEME OF THINGS, FAIRLY LOW, MAYBE 1.4, $1.5 MILLION SOMEWHERE IN THAT RANGE. THE
[00:50:03]
REASON WHY IT IS SO LOW BECAUSE BACK IN 2011, COMMISSIONERS COURT TOOK ACTION TO NO LONGER ALLOW RETIREES AFTER JANUARY 1ST, 2012, TO STAY ON THE PROGRAM. WHAT I WHAT I CAN TELL YOU IS TYPICALLY RETIREES COST MORE THAN THAN THE AMOUNT OF THEIR CONTRIBUTIONS. THE LAST TWO YEARS HAVE BEEN, I BELIEVE IT WAS $40,000 MORE ONE YEAR AND $80,000 ANOTHER. SO IF YOU LOOK AT IT FROM THAT STANDPOINT, COMMISSIONERS ARE ALREADY SUPPLEMENTING THE RETIREES BECAUSE THEY'RE NOT CHARGING THEM WHAT THEY'RE ACTUALLY COSTING. SO I JUST WANTED YOU TO SEE BOTH SIDES OF THAT PICTURE. ANY QUESTIONS? HOLD ON A SECOND. ALL RIGHT. SO RIGHT NOW YOU SEE WE HAVE CURRENTLY WE HAVE 12 EMPLOYEES WHO ARE ON THE PLAN WHO WOULD BE ELIGIBLE. AND THE SHEET SAYS WE HAVE 90 EMPLOYEES WHO ARE ELIGIBLE FOR RETIREE INSURANCE AS OF OCTOBER OF THIS YEAR. NO, SIR. WE CURRENTLY HAVE 12 RETIREES WHO ARE WHO ARE STILL ON THE ON THE PLAN, BUT WE DO HAVE 90 WHO ARE ELIGIBLE. SO THAT'S 90 PEOPLE WHO COULD RETIRE, WHO COULD RETIRE. YES.GOOD, GOOD. LORD WILLING, THAT NUMBER 12 IS GOING TO 13 COME JANUARY 1ST. YOU'RE YOU'RE ANTICIPATING AN INCREASE. I'M ANTICIPATING AN INCREASE OF AT LEAST ONE. I'M SURE THAT WE CAN WE CAN FIGURE OUT WHO THAT IS TOO. YEAH, YEAH. IF YOU'RE IF YOU'VE BEEN PAYING ATTENTION, YOU YOU PROBABLY KNOW WHO THAT IS. SO, SO YOU KNOW, BUT YEAH, THERE ARE NINE. THERE ARE 90 EMPLOYEES CURRENTLY ON THE PAYROLL THAT STARTED EMPLOYMENT BEFORE JANUARY 1ST OF 2012. WHO COULD STAY ON THIS? WHO COULD STAY ON THE COUNTY INSURANCE AFTER RETIREMENT. SO EVENTUALLY YOU COULD END UP WITH 102. WHICH AT 20, AT $2,400 A MONTH WOULD I MEAN A YEAR WOULD BE SEVERAL HUNDRED THOUSAND DOLLARS. AND FOR THE EMPLOYEES WHO WHO CAME INTO EMPLOYMENT AFTER THAT DATE, WHEN THEY RETIRE, WHAT IS THEIR OPTIONS? THEY HAVE NO OPTION TO STAY ON NONE. I WILL SAY THIS THERE. SO I THINK IT'S GATSBY. PATRICK, YOU CAN CORRECT ME IF I'M WRONG. I THINK IT'S GATSBY 45 AND 75 OR THE GATSBY PRONOUNCEMENT THAT REQUIRED US TO START CALCULATING THIS LIABILITY AND PUTTING IT ON OUR FINANCIAL STATEMENTS. THERE IS ONE WAY TO AVOID REPORTING IT, AND THAT IS TO HAVE THE ACTUARIES CALCULATE AN ACTUARIAL ACTUARIALLY DETERMINED RATE THAT THAT RETIREES WILL PAY. I CAN I CAN TELL YOU BASED ON, ON THE FACT THAT THEIR CURRENT CONTRIBUTIONS DO NOT COVER THEIR EXPENSES EVERY SINGLE YEAR. THAT ACTUARIALLY DETERMINED RATE WOULD BE SIGNIFICANTLY HIGHER. ALL RIGHT. THANK YOU. I'M GOING TO MAKE A MOTION TO DISPROVE.
OKAY. GOT A MOTION BY COMMISSIONER GILLESPIE TO DISAPPROVE THE. I WILL SECOND MONTH, $200 A MONTH DECREASE. AND I GOT A SECOND BY COMMISSIONER YARDLEY. OKAY. ANY OTHER COMMENTS? HEARING NONE. ALL THOSE IN FAVOR OF THE MOTION SAY AYE. AYE. THOSE OPPOSED SAME SIGN. THE MOTION CARRIES UNANIMOUSLY, BUT NOT UNANIMOUS. FOR. FOR ZERO. OKAY. 2.4 AND
[n. Discussion, consideration and action on San Patricio County Commissioners Court Legislative Agenda for the 89th Session of the Texas Legislature as discussed and possibly amended in Commissioners Court: 1) Support adding two (2) additional Commissioners to the Port of Corpus Christi Authority Commission to represent San Patricio County. 2) Support no Unfunded Mandates. 3) Support / Allow Counties to have more local control - removing lobbyists. 4) Support increasing the bid limit from 50K to 100K HB 1132 by Spiller (88th Leg.). 5) Support the motor fuel tax exemption. 6) Support not to remove any of our private property rights. 7) Support for help with providing rural ambulance service. 8) Support providing reimbursement to counties for HHS mental health commitments when the state does not accept them within the 45 days. HB 3363 by Frank (88th Leg.). 9) Support to include constitutional county Judges in statute as members of the Judiciary for the purpose of longevity pay. HB 2384 (88th Leg.). Tabled from the Commissioners Court Meeting on November 4, 2024.]
DISCUSSION, CONSIDERATION AND ACTION ON COUNTY COMMISSIONER'S COURT LEGISLATIVE AGENDA FOR THE 89TH LEGISLATIVE SESSION OF THE TEXAS LEGISLATURE, AS DISCUSSED AND PROPERLY POSSIBLY AMENDED IN COMMISSIONERS COURT. AND JOSH, THERE YOU GO THERE UP ON THE SCREEN. I DON'T KNOW IF I WANT TO READ THROUGH ALL OF THEM AT THIS TIME, BUT ALSO THIS WAS TABLED. MOVE BACK THE MOTION TO MOVE BACK TO TABLE. SECOND, A MOTION BY GILLESPIE SECONDED BY YARDLEY, TO BRING BACK ON THE TABLE ALL THOSE IN FAVOR OF THE MOTION SAY AYE. AYE. THOSE OPPOSED SAME SIGN. OKAY. MOTION IS BACK ON THE TABLE. ANY DISCUSSION SIR? YES, SIR. SO BEFORE YOU READ ALL THAT, I DO HAVE INPUT. SO IF YOU'D LIKE ME TO GO OVER THIS, IT'LL SAVE YOU HAVING TO READ THAT. OKAY. YEAH.BECAUSE THAT'S VISIBLE UP THERE. LET ME HAND THESE OUT.
[00:55:14]
THANK YOU. ALL RIGHT. THANK YOU. JOSH. SO YOU SEE ON THE SCREEN THIS IS KIND OF MY INPUTS TO WHAT WE HAD LAST WEEK ON THE AGENDA. AND WHAT WE SEE AGAIN THIS WEEK ON THE AGENDA. SO IF YOU BEAR WITH ME, I'LL GO THROUGH THIS AND KIND OF DISCUSS WHAT I'VE ADDED. AND HOW I'VE REARRANGED WHAT WE HAVE BEFORE. SO I KIND OF START WITH TWO OPENING PARAGRAPHS. I KIND OF JUST DESCRIBE WHAT IT IS WE'RE TRYING TO ACCOMPLISH. SO IT SAYS SAN PATRICIO COUNTY, TEXAS IS DEDICATED TO PRESERVING ITS AUTHORITY TO GOVERN IN THE BEST INTEREST OF ITS RESIDENTS RESOURCES AND LONG TERM VISION. THE COUNTY OPPOSES LEGISLATION THAT WOULD IMPEDE OUR STRATEGIC GOALS, COMPROMISE COMMUNITY HEALTH, SAFETY OR WELFARE, PLACE UNDUE FINANCIAL BURDENS, OR DIMINISH LOCAL GOVERNING AUTHORITY. CONVERSELY, WE STRONGLY SUPPORT LEGISLATION THAT PROMOTES OUR OBJECTIVES, ENHANCES WELL-BEING, RESPONSIBILITY, INCREASE REVENUE OR STRENGTHENS THE COUNTY'S CAPACITY TO SERVE EFFECTIVELY. THE SECOND PARAGRAPH SAYS. TO ADVANCE THESE PRIORITIES, CENTER COUNTY WILL PURSUE STRATEGIC PARTNERSHIPS WITH OUR CITIES.OTHER POLITICAL SUBDIVISIONS AND PRIVATE SECTOR ENTITIES ALIGNED WITH OUR GOALS. ADDITIONALLY, WE WILL COLLABORATE CLOSELY WITH THE TEXAS ASSOCIATION OF COUNTIES AND THE COUNTY JUDGE AND COMMISSIONERS ASSOCIATION TO MAXIMIZE OUR LEGISLATIVE IMPACT. THROUGH THESE COORDINATED EFFORTS, WE AIM TO AMPLIFY OUR ADVOCACY AND SECURE A STRONGER LEGISLATIVE POSITION FOR SAN FRANCISCO COUNTY. SO THAT'S KIND OF JUST THE OPENING REMARKS. AND THEN I ESSENTIALLY TOOK WHAT WAS ON OUR AGENDA, AND I KIND OF REARRANGED THIS A LITTLE BIT AND ADDED TO IT. SO AS YOU CAN SEE, THE FIRST ONE IS SUPPORT EXPANSION OF PORT REPRESENTATIO. THAT WAS ON OUR ORIGINAL AGENDA.
I JUST ADDED SOME LINES KIND OF STATING WHAT WE'RE TRYING TO DO THE NEXT ONE. I REWORDED THIS SO IT SAYS WE OPPOSE UNFUNDED MANDATES. I THINK THAT SOUNDS A LITTLE BETTER THAN HOW WE HAD IT PREVIOUSLY WORDED, BUT ESSENTIALLY IT'S THE SAME THING. IT EXPLAINED WHY WE ARE NOT IN SUPPORT OF UNFUNDED MANDATES. I SPLIT THE SUPPORT LOCAL CONTROL AND DECISION MAKING, AND THE ONE WE HAD ABOUT LOBBYISTS AND DID TWO SEPARATE ONES, AND I'LL EXPLAIN THAT IN A MINUTE. SO THE FIRST ONE IS SUPPORT, LOCAL CONTROL AND DECISION MAKING. I THINK THAT IS ALIGNED WITH WHAT WE HAD ON THE AGENDA. AND THEN RIGHT BELOW THAT I SAID, OPPOSE EFFORTS TO RESTRICT ON COUNTY LEGISLATIVE COMMUNICATIONS. SO THIS IS USING THE TEXAS ASSOCIATION OF COUNTIES. ET CETERA. AS WE'VE DONE IN THE PAST TO WORK WITH US IN THE LEGISLATURE, I THINK THAT SOUNDS I THINK THAT'S BETTER WORDED THAN WHAT WE HAD ON THE AGENDA. JUST REMEMBER THIS IS JUST THIS IS NOT PREPARED TO SEND TO AUSTIN YET. NO, THIS IS JUST TALKING POINTS FOR US. MINE WASN'T RIGHT. SO THAT'S WHAT WE WANT TO WORK TOWARD. ALL ALL THE HELP IS GREATLY APPRECIATED.
THANK YOU. TOM. SO THIS IS JUST MY INPUTS FOR DISCUSSION. I'M NOT SENDING THIS IN THE MAIL.
GOOD, GOOD. NEXT ONE IS THE SUPPORT IN THE INCREASE IN COUNTY BID LIMITS. THAT'S PRETTY STRAIGHTFORWARD. SUPPORT THE COUNTY MOTOR TAX FUEL EXEMPTION ALSO PRETTY STRAIGHTFORWARD.
SUPPORT PROTECTION OF PROPERTY. PRIVATE PROPERTY RIGHTS HAD THAT ON THERE. SO I EXPANDED ON THAT A LITTLE BIT. SAME THING FOR SUPPORT FUNDING OF RURAL AMBULANCE SERVICE. I THINK THAT'S A HUGE ISSUE IN SOME COUNTIES, MUCH MORE SO THAN OURS. SUPPORT REIMBURSEMENT FOR MENTAL HEALTH COMMUNICATION COMMITMENTS. AGAIN, JUST EXPANDED ON WHAT YOU HAD SUPPORT, LONGEVITY, PAY FOR CONSTITUTIONAL COUNTY JUDGES. I GOT THAT AND THEN I'VE ADDED THE TWO AT THE BOTTOM FOR JUST DISCUSSION. WE CAN TALK ABOUT THIS SUPPORT LOCAL SALES TAX OPTION FOR COUNTIES. I'VE HAD DISCUSSIONS WITH MR. WENDELL. IT'S NOT EXACTLY CLEAR IF TEMPERATURES FOR COUNTY, IF WE CAN MAKE THAT HAPPEN OR NOT, BUT I WOULD AT LEAST LIKE US TO RESEARCH IT AND DISCUSS IT. AND THE OTHER ONE IS SUPPORT COUNTY LAND USE AUTHORITY, AND THAT'S TO SUPPORT LEGISLATION THAT GRANTS COUNTIES GREATER AUTHORITY TO REGULATE LAND USE AND ZONING AND BETTER ADDRESS LOCAL GROWTH, DEVELOPMENT AND ENVIRONMENTAL CONCERNS. SO I ADDED THE TWO AT THE END. BUT ALL OF THIS IS REALLY JUST FOR DISCUSSION. THIS ISN'T BUT WE NEED TO OKAY IT BECAUSE ONCE IT'S OKAYED, IT'S GOING TO AUSTIN. OKAY. LISTEN I, I LIKE I LIKE WHAT HE'S EMBELLISHED THIS WITH OKAY I, I DON'T WANT TO TURN THIS TO AUSTIN SAYING WE
[01:00:01]
WANT A SALES TAX. WE NEED TO DISCUSS THAT AND FIND OUT OURSELVES IF WE WANT TO DO THAT.THAT SOUNDS. REASONABLE. YEAH, THAT'S THAT'S WHY I PUT IT ON THERE FOR DISCUSSION. OKAY.
BECAUSE I THINK EVERY ONE OF US UP HERE DON'T WANT TO IMPOSE ANY MORE TAXES ON THE CITIZENS.
WELL, THE ADVANTAGE OF A SALES TAX IS THEN THAT'S LESS REVENUE THAT NEEDS TO COME FROM PROPERTY TAX. HOW IS IT GOING TO BE SPENT? THAT'S ALL IN WHAT WE HAVE TO FIND OUT FIRST. OKAY. I MEAN, IF IT'S GOING TO BE LIKE CITIES, WE DON'T HAVE ANY HOTELS. WELL, I MEAN, DO WE NEED WE DON'T NEED TO DECIDE THIS TODAY EITHER, DO THEY? WELL, THEY'RE HOLLERING. THEY'RE HOLLERING FOR IT. CONSULTANT WANTS TO KNOW WHAT HE STARTS WORKING ON OKAY. WELL THEY SUPPORT LOCAL SALES TAX OPTION. I TOOK STRAIGHT OFF OF THE COUNTY JUDGE AND ASSOCIATION.
SOME COUNTIES HAVE IT RIGHT. SO THAT'S WHAT I'VE ASKED MR. WENDELL TO LOOK INTO. IS THIS EVEN AN OPTION THAT WE CAN PURSUE? AND RIGHT NOW I'M NOT EXACTLY SURE IF WE CAN OR NOT.
MR. WENDELL, HAVE YOU FOUND OUT ANY INFORMATION ON THIS AT ALL YET? NO, I HAVE NOT STARTED RESEARCHING IT FULLY, BUT MY RECOLLECTION IS THAT WE LOOKED AT THIS ISSUE. GOSH, I DON'T KNOW. NINA IS SHAKING HER HEAD. 30 YEARS AGO, AND MY RECOLLECTION AT THAT POINT IN TIME, ALTHOUGH THINGS COULD HAVE CHANGED SINCE THEN. BUT AT THAT POINT IN TIME, AS I'M SURE MOST OF YOU KNOW. BUT I'LL I'LL REHASH THIS. THIS THE MAXIMUM IS 8.25%. THE STATE DOES 6.25. THAT LEAVES 2% FOR LOCAL AND IN ORDER FOR THE COUNTY TO BE ABLE TO LEVY A SALES TAX. WE WOULD HAVE TO STAY UNDER THE 8.25. BUT SINCE THAT POINT IN TIME AND MY RECOLLECTION WAS THAT THE CITY OF GREGORY AT THAT TIME WAS AND IS STILL A MEMBER OF THE RTA AND LEVIES A SALES TAX FOR THAT.
THAT WOULD HAVE PRECLUDED US FROM BEING ABLE TO LEVY A SALES TAX AT THAT POINT IN TIME. SINCE THEN, THERE'S BEEN A PROLIFERATION OF FOUR A AND FOUR B TAXES THROUGH SOME OF THE OTHER CITIES. SO MY GUESS AT THIS POINT IN TIME IS THAT THERE'S JUST SIMPLY NO ROOM TO INSERT, BECAUSE WE CAN'T DO LIKE 2% IN PORTLAND AND 1% IN GREGORY AND SO FORTH. THAT HAS TO BE EVEN ACROSS THE BOARD AND HAS TO REMAIN UNDER THE 8.25. BUT AGAI, THINGS COULD HAVE CHANGED IN THE INTERIM. AND SO IT DOES NEED TO BE LOOKED AT. OKAY. SO JUDGE, HOW ABOUT THIS. I'M WILLING TO TAKE 11 OFF OF OUR AGENDA. HOWEVER, I WOULD LIKE MR. WENDELL TO CONTINUE TO PURSUE THAT. JUST SO WE KNOW THAT IS THIS EVEN AN OPTION FOR US OR NOT? RIGHT. AND THAT WOULD MAKE 12 NUMBER 11 THEN. CORRECT. I DON'T HAVE A PROBLEM WITH THAT. OKAY. SO IF WE'RE ALL GOOD WITH THAT DECISION, WHAT'S THE LEGISLATIVE POWER WITH THE LEGISLATIVE PRIORITIES AND I DO LIKE THE WAY THAT COMMISSIONER YARDLEY HAS EMBELLISHED THIS SOME. I'D LIKE TO MAKE SURE THAT WAS INCLUDED IN MY MOTION. I'LL GO AHEAD AND MOVE TO APPROVE THE 11. THE ADDITIONAL ONE, ADDITIONAL TWO. AND SO WE SEND THAT ON TO OUR CONSULTANTS. I THINK THAT'S IT. DID I GET THAT RIGHT, TOM? SO WE'RE MAKING A MOTION TO APPROVE THIS WITH THE EXCEPTION OF WHAT IS CURRENTLY NUMBERED NUMBER 11. CORRECT. OKAY. I'LL SECOND THAT. THERE YOU GO. THAT'S OUR PRIORITIES.
THANK YOU. GOOD. GOOD JOB. AND YOU MADE THAT MOTION I DID OKAY. YOU GOT IT. I GOT A MOTION. I NEED A SECOND, I SECOND. I SECOND OKAY. HAD A MOTION AND A SECOND TO APPROVE THE LEGISLATIVE PRIORITIES THAT I CAN GET INTO. AUSTIN HERE ONE THROUGH 12 WITH 11 BEING EXCLUDED. RIGHT. WHICH WOULD MAKE IT ONE THROUGH 11. YEAH. SO I'M JUST NOT I WILL CLEAN IT UP AND SEND YOU A FINAL VERSION. HOW'S THAT? WELL NO THAT'S OKAY. LET HIM DO IT. IT'S ALREADY DONE. WHY DO YOU HAVE TO RETYPE IT? IT'S PRETTY TYPED UP. LET'S LET HIM CHANGE IT AND SEND IT TO YOU. IT'S ALL GOOD. I NEED TO PUT SOME MORE EXPLANATION IN SOME OF THESE. WE'LL SEND YOU A WORD DOCUMENT. YOU CAN ADD TO IT. ALL THOSE IN FAVOR OF THE MOTION SAY AYE. AYE. THOSE OPPOSED? SAME SIGN. MOTION CARRIES. OKAY. SO THIS WILL END UP BEING ABOUT THREE PAGES LONG.
THAT'S FINE. THAT'S YOU CAN MAKE IT AS LONG AS YOU WANT, SIR. SEND IT TO YOU ELECTRONICALLY SO YOU CAN DO YOUR THING. OKAY. THANKS. TOM. OKAY. SO THAT CONCLUDES THE AGENDA ITEMS.
