SINTON STREET SUITE C, COMMISSIONERS COURTROOM, AT WHICH TIME THE FOLLOWING SUBJECTS WILL BE DISCUSSED, CONSIDERED, PASSED OR ADOPTED.

d. Fiscal Year 2025 Budget Presentation by elected official, department head, or entity that was not able to give their presentation during the Budget Workshop held the week of June 3, 2024, and related matters.

3. Consent Agenda: All Consent Agenda items listed are considered to be routine by the Commissioners Court. Members of the Commissioners Court have been furnished documentation on each item, and all such items may be acted upon by one vote without being discussed separately unless requested by County Judge or a Commissioner:

4. Individual Action Agenda:

a. Presentation and update by Christopher Salinas, Mobility Manager, on R.E.A.L. Inc. (Rural Economic Assistance League) Program and updates on services.

b. Presentation by Nueces River Authority for Septic System Inspections and replacements to qualifying individuals

c. Consideration and action on request by Judge Pullin, Justice of the Peace, Pct 8, to change current part-time temporary employee position to full-time regular for remainder of FY 2024. Cost to come out of contingency for FY 2024. This was requested for the FY 2025 budget; however, the increased hours are needed now due to work loads.

d. Consideration and action to authorize the County to request that the Texas Comptroller allocate back to the County a portion of the County's Unclaimed Property Capital Credits received from electric cooperatives, pursuant to 381.004, Local Government Code, Section 381.004 and 74.602, Texas Property Code.

e. Consideration and action to approve the purchase of a Smooth Drum Roller, 2023 Dynapac CA2500D Cab in the amount of $141,140.32 verified by Sourcewell contract 060122-DYN.

f. Examination, consideration and action on approval of MOU between San Patricio County Department of Public Health Community-Based Programs and San Patricio Housing Commission, LP.

g. Consideration and action on setting date/time deadline for June 24th Commissioners Court Agenda due to Wednesday, June 19th Holiday.

h. Consideration and Action on request from John Hernandez, P.E., County Engineer, for Justice Center Building Permit Fee in the amount of $122,030.23 to the City of Sinton.

i. Consideration and action on awarding the bid for IFB 2024-006, a request for Creosote lumber to be used by Road and Bridge #4.

j. Consideration and action on request from Steven Gonzalez, I.T. Director, to enter into a Tyler Service Agreement for Citation Management at a one-time cost of $15,210.

k. Consideration and Action on a request by John Hernandez, P.E., County Engineer, concerning a Utility Permit for Flint Hills providing for Cathodic Protection Device on CR 2004 near the CR 3365 intersection located in Pct. #1.

l. Consideration and action for the Auditor's office to issue an RFP for Logistics Center Construction to be paid with ARPA funds.

m. Consideration and action on awarding RFP2024-005 for a Grant Administrator for the Texas Department of Agriculture, Community Development Block Grant Program Colonia Fund.

n. Consideration and action on awarding the EOC Generator design contract to Cutright & Prihoda for $19,000.00 with ARPA funds.

o. Consideration and action on awarding RFQ2024-001 for Engineering Services for the Texas Department of Agriculture, Community Development Block Grant Program Colonia Fund.

p. Acceptance of a grant award from the Texas Division of Emergency Management (TDEM) for the Hazard Mitigation Grant Program (HMGP), DR 4485 for Hazard Mitigation Plan Update for $149,200.00 Federal Share and $14,920.00 Local Costs.

q. Consideration and action on updating San Patricio County's Rules of Procedure, Conduct and Decorum at Meetings of the County Commissioners Court.

r. Consideration and action to authorize Asserta Health to offer a settlement amount of $7,802.37 to Corpus Christi Medical Center regarding outstanding charges for a covered participant C#0500 under the county's health insurance plan.

3. PERSONNEL-Employment and current employee status changes in accordance with the current personnel policies, County Budget, and State law with notification of such changes to the payroll division of the Treasurer's office.

4. EXECUTIVE SESSION PUBLIC NOTICE is given that the San Patricio Commissioners Court may elect to go into Executive Session anytime during the meeting to discuss matters listed on the Agenda, when authorized by the provisions of the Open Meetings Act, Chapter 551 of the Texas Government Code. To the extent there has been a past practice of distinguishing items for public deliberation and those for executive session, the public is advised that the Court is departing from that practice, and reserves the right to discuss any listed agenda items in executive session when authorized by law to do so. In the event the Commissioners Court elects to go into Executive Session regarding an agenda item the section or sections of the Open Meetings Act authorizing the Executive Session will be publicly announced by the presiding officer. In accordance with the authority of the Government Code, Sections 551.071 (Consultation with Attorney), 551.072 (Deliberation Regarding Real Property), 551.0725 (Contract being Negotiated), 551.073 (Prospective Gift), 551.074 (Personnel Matters), 551.0745 (Personnel Matters Affecting County Advisory Body), 551.076 (Security Devices), 551.086 (Public Utilities Competitive Matters), 551.087 (Economic Development Negotiations) the Commissioners Court will hold an Executive Session to consult with attorney(s) including matters related to litigation; deliberate regarding real property; prospective gift(s); personnel matter(s), including termination; security devices, and/or economic development negotiations and other matters that may be discussed in an Executive Session. Upon completion of the Executive Session, the Commissioners' Court may in an open session take such action as appropriate on items discussed in Executive Session.
