IN ACCORDANCE WITH GOVERNMENT CODE CHAPTER 551 NOTICE IS HEREBY GIVEN THAT REGULAR MEETING OF THE COMMISSIONERS COURT WILL BE HELD ON MONDAY, JUNE 3, 2024, AT 9:00 A.M. lN THE SAN PATRICIO COUNTY ADMINISTRATIVE ANNEX AT 1301 E. SINTON STREET SUITE C, COMMISSIONERS COURTROOM, AT WHICH TIME THE FOLLOWING SUBJECTS WILL BE DISCUSSED, CONSIDERED, PASSED OR ADOPTED.
 
             
1.   CALL TO ORDER, PLEDGES AND PUBLIC INVOLVEMENT

2. 2. c.   Consideration and action on accepting bank reconciliation, investment reports, and related matters by County Treasurer. 
 
2. 3.   Consent Agenda: All Consent Agenda items listed are considered to be routine by the Commissioners Court. Members of the Commissioners Court have been furnished documentation on each item, and all such items may be acted upon by one vote without being discussed separately unless requested by County Judge or a Commissioner:
 
2. 3. a.   Consideration and action on Proclamation for Men's Health Month of June 2024.
 
2. 4.   Individual Action Agenda:
 
2. 4. a.   Consideration and action on request from Steven Gonzalez, I.S. Manager, for Second Amendment to June 25, 2021 Agreement with Tyler Technologies for Vines Interface Software at -0- cost.
 
2. 4. b.   Consideration and action on request from Meliza Garcia, WIC Director on Texas Commercial Lease between Immaculate Conception Parish Hall, 107 Church Street, Gregory, TX 78359 and San Patricio County for WIC office space. 
 
2. 4. c.   Consideration and action on request Commissioner Howard Gillespie, Pct 4 to declare the old Smooth Drum Roller (Dynapac Compaction Equipment) surplus for a trade-in for a new Smooth Drum Roller. The old Smooth Drum Roller is a Dynapac CA250D, Serial #65820547, and the hours of operation are 1785.2. The trade-in value is $21,000.00.
 
2. 4. d.   Consideration and action on request from Commissioner Howard Gillespie, Pct 4 to purchase a new 84" Smooth Drum Roller with Standard Cab, Anti-Spin, Seismic, ECO from Doggett for the amount of $211,145.00  with a Sourcewell discount of $59,375.68 plus the trade-in value of $21,000.00 leads us to paying a final total of  $141,140.32.
 
2. 4. e.   Consideration and action on request by Juvenile Detention to approve Contracts and Agreements of Detention of Juvenile Offenders with the following entities:

1. Kerr County
 
2. 4. f.   Consideration and action on request from Norma Rivera, Personnel Director on updating the San Patricio County Service Awards Limitation amount for 2025.  
 
2. 4. g.   Consideration and action on request from Sara Williams, Emergency Management Coordinator, to rent a 250KW Generator with Temporary Automatic Transfer Switch (ATS) through December 31, 2024 (7 months) approximately $76,440.00; and estimated fuel costs of $10,640 during term of rental. (See breakdowns below)

250KW Generator @ $7,836.00 per month for seven months
Cables (20) @ $1,944.00 per month for seven months
Automatic Transfer Switch @ $1,140.00 per month for seven months

Notes: Generator Tank Capacity is 330 gallons which runs at a rate of appx 16 gallons per hour when running at full capacity for 7 days non-stop. Current average diesel fuel is app $3.80 per gallon. Estimating using app 2800 gallons during this rental time, fuel is estimated to be $10,640.
Would need to recalculate fuel costs for a 129 gallon fuel tank capacity.
 
2. 4. h.   Consideration and Action on Resolution to Provide Additional Time for El Algodon Alto Wind Farm, LLC and RWE Renewables Development, LLC to Negotiate County's Decision to Terminate Tax Abatement.
 
2. 4. i.   Workshop to review and discuss San Patricio County's Rules of Procedure, Conduct and Decorum at Meetings of the County Commissioners Court.
 
3.   PERSONNEL-Employment and current employee status changes in accordance with the current personnel policies, County Budget, and State law with notification of such changes to the payroll division of the Treasurer's office.
 
3. 1.   Deliberate and consider action employee salary:
 
3. 1. a.   Travis Weaver - Other/Deceased - Heavy Equipment Operator II/Road and Bridge #3 full-time regular non-exempt grade 106 at $3,339.64 per month ($19.27 hr.) effective May 21, 2024.
 
3. 1. b.   Stephanie Lara - Employment - Health Education Aide/Health Disparities full-time regular, non-exempt grade 104 step 1 at $2,738.94 per month ($15.80 hr.) with a $50.00 per month phone allowance effective June 3, 2024.
 
3. 2.   Accept and record employee status changes:
 
3. 2. a.   Pauline Hernandez - Employment - Document Scanner/County Auditor part-time temporary, non-exempt at $15.42 per hour effective June 3, 2024.
 
4.   EXECUTIVE SESSION

PUBLIC NOTICE
is given that the San Patricio Commissioners Court may elect to go into Executive Session anytime during the meeting to discuss matters listed on the Agenda, when authorized by the provisions of the Open Meetings Act, Chapter 551 of the Texas Government Code. To the extent there has been a past practice of distinguishing items for public deliberation and those for executive session, the public is advised that the Court is departing from that practice, and reserves the right to discuss any listed agenda items in executive session when authorized by law to do so. In the event the Commissioners Court elects to go into Executive Session regarding an agenda item the section or sections of the Open Meetings Act authorizing the Executive Session will be publicly announced by the presiding officer. In accordance with the authority of the Government Code, Sections 551.071 (Consultation with Attorney), 551.072 (Deliberation Regarding Real Property), 551.0725 (Contract being Negotiated), 551.073 (Prospective Gift), 551.074 (Personnel Matters), 551.0745 (Personnel Matters Affecting County Advisory Body), 551.076 (Security Devices), 551.086 (Public Utilities Competitive Matters), 551.087 (Economic Development Negotiations) the Commissioners Court will hold an Executive Session to consult with attorney(s) including matters related to litigation; deliberate regarding real property; prospective gift(s); personnel matter(s), including termination; security devices, and/or economic development negotiations and other matters that may be discussed in an Executive Session. Upon completion of the Executive Session, the Commissioners' Court may in an open session take such action as appropriate on items discussed in Executive Session.
 
 
5.   RECONVENE: Regular Commissioners Court Session
 
6.   Consideration and action on all items discussed in the Executive Session.
